Development Services Manager

Purpose:
 

Under general direction or working independently, organize and manage programs in planning or inspection of existing and new construction to ensure compliance with City ordinances

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs operation of projects and programs. Develops policies and procedures.
  2. Manages division/section activities. .Coordinates division and section activities with other divisions/ sections/ outside contractors, etc.
  3. Prepares financial summary/reports for management review.
  4. Develops and establish goals and priorities for departmental programs. Write technical reports.
  5. Develops division/section budget.
  6. Conducts needs assessment studies.
  7. Evaluate program operations for effectiveness including workforce utilization, operating procedures, etc.
  8. Evaluates program guidelines for effectiveness, etc.
  9. Serves as member of boards, commissions, etc.
  10. Provide technical advice and assistance to citizens, contractors, etc.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of modern principles, practices and methods of building construction and maintenance.
  • Knowledge of safety practices and procedures.
  • Knowledge of Federal, State and Local laws.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of supervisory and management techniques.
  • Knowledge of fiscal planning and budget preparation.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in planning and organizing.
  • Skill in data analysis and problem solving.
  • Ability to interpreting specifications, plans and detail drawing to ensure compliance with building codes.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good relationships with other city employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Architecture, Engineering, Construction Sciences or related field plus five (5) years lead, supervisory or management experience in development services or planning related programs.
  • Experience may substitute for the education up to the maximum of four (4) years.
