Purpose: |
|
Under general direction and working independently, this position organizes, develops, plans, and manages core programs, projects, and/or activities within an Operations Division such as Right-of-Way (ROW), Signs and Markings, Street and Bridge Operations, or other infrastructure operations of the Public Works or Transportation departments. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Manages the programs, projects, and daily activities of the division; prioritizes projects and work activities while ensuring task completion. Prepares yearly work plans for function groups within assigned division. Reviews and/or approves plans and/or permits.
- Manages and coordinates special project activities with engineers, inspectors, project managers, department divisions and other City departments. Evaluates programs for effectiveness and accomplishment of goals.
- Forecasts, develops, and monitors the division budget and expenditures in partnership with key members of the department.
- Conducts field investigations and evaluates quality of work completed and in progress for accuracy.
- Evaluates, develops, revises, and implements standard operating practices, procedures, and protocol to ensure division is aligned with department goals, operational effectiveness, and performance
- Ensures compliance with applicable policies and procedures including Federal, State, and Local ordinances and regulations.
- Researches, investigates, and responds to inquiries, citizens' complaints, code violations, and concerns.
- Develops, audits, and revises division performance standards, measurements, and quality assurance activities.
- Prepares and reviews operational and financial summaries and/or reports for management review.
- Monitors contracts and contractors to ensure compliance with contractual obligations.

- Knowledge of City Infrastructure operations.

- Knowledge of business case development, strategic business planning, reengineering, organizational change strategies, performance measurement, and project management.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in planning, directing, and organizing operations in a field related to the job, including three (3) years of experience in a supervisory capacity.
- Any equivalent combination of education or experience may be substituted.

Valid Texas Class C Driver License.
