Purpose:
 

Under direction of the Chief Financial Officer the Chief Performance Office will manage processes to lead the organization to a culture of continuously learning and improving its performance. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  1. Develops and implements the City of Austin’s comprehensive service plan. Works with other cities in the Cities of Service coalition to develop and implement cooperative information-sharing efforts.
  2. Convenes administration experts, nonprofit organizations, local universities, local funders, and other key stakeholders to conduct an assessment of existing service levels within the city.
  3. Serves as a primary point of contact with the national Cities of Service coalition.
  4. Serves as a primary regional liaison for local and regional Cities of Service members, service organizations, and other key stakeholders, works to activate mayors within the region for events, collective service efforts, public education, and advocacy efforts.
  5. Partners with the city’s Communication and Technology Management division to create a website to benefit both residents seeking volunteer opportunities and organizations seeking to engage residents within the City of Austin.
  6. Identifies and develops collaborative working relationships with local and state service partners.
  7. Engages community partners in the development and implementation of the service plan.
  8. Applies for funding and resources from federal and state programs and philanthropic organizations.
  9. Prepares and submits progress reports to the Cities of Service coalition as required.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of organization strategic planning.
  • Knowledge of fiscal planning, performance management, and budget administration.
  • Knowledge of principles and methods of management analysis and research.
  • Knowledge of city practice, policy, and procedures.
  • Knowledge of strategic planning, producing enduring, cost-effective solutions to business problems and managing multiple complex projects.
  • Knowledge of Lean Six Sigma
  • Skill in planning and controlling the work of others.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in preparing comprehensive reports and recommendations.
  • Skill in data analysis and problem solving.
  • Skill in establishing and maintaining effective communication and working relationships with City of Austin administrators, employees and the public.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups. 
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from a four year college or university with major coursework in Business, Public Administration, or other related field plus five (5) years of increasingly responsible work experience in performance and/or financial management research in a municipal or other governmental organization, three (3) years of which were in a managerial capacity.
  •  Master’s degree in business, finance, or other related field may substitute for two (2) years of the required non managerial experience.
Licenses and Certifications Required:
 
Valid Texas Class C Driver's License.
