Purpose:
 

Develop and manage fundraising and marketing programs to secure public grants, corporate grants and private philanthropic giving. In collaboration with the Library Foundation Board, Austin Public Library and other Library support groups to make the new Austin Public Library Central Library a showcase of libraries through the creation of an operating trust fund and a building endowment fund.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Responsible for the implementation, coordination, administration, management and evaluation of a wide range of multiple financial development efforts, both short and long-term.
2. Develops new grant opportunities by researching, identifying and assessing new grant and grant renewal opportunities. Prepares grants and award applications.
3. Develops and administers public relations, marketing and communication plans, including public service advertising and promotional activities for the new Central Library.
4. Makes presentations to Council and other outside agencies and represents the organization by promoting the mission of the Austin Public Library.
5. Plans, directs and maintains the departments records and management program and practices serving as the Library Records Administrator and Liaison Officer.
6. Coordinates fund raising efforts with needs identified in the Library strategic plans, and objectives. Identifies potential sources of philanthropic giving and develops a donor-recipient relationship.
7. Coordinates grant closeout activities by ensuring reports are submitted to grantors; ensuring all grant funds are fully utilized liquidating all unused budgeted funds; confirming that all grant funded equipment is accounted for properly.
8. Conducts contract negotiations with grants agents and recommend contracts for approval; ensure the compliance of grants and contracts with terms and conditions applicable to the City of Austin requirements, state and federal requirements, including researching and obtaining technical assistance related to grant requirements.
9. Formulates and recommends program needs and alternatives based on research and input from the library community and proposes enhancement opportunities in library services that are necessary to obtain new grant funding or maintain existing funding.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge in planning and implementing major and diverse financial development and marketing programs, for library, educational, cultural or similar public service institutions.
  • Knowledge of producing publicized events, and with publicity and public relations methods and media.
  • Knowledge of the laws and practices applicable to philanthropic giving, charitable solicitations, fund raising, bequests, endowments, etc.
  • Knowledge of grants and contract administration principles
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software, including Microsoft Office products.
  • Skill in planning and organizing.
  • Skill in data analysis and problem solving.
  • Ability to analyze data, formulating conclusions, and writing reports.
  • Ability to persuade and negotiate.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to assure grant compliance and departmental responsiveness.
  • Ability to work with people of diverse backgrounds.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major course work in social and behavioral science, communication, business or public administration plus 2 years of experience in related field.

Master's Degree may substitute for two (2) years of the required work experience
