Purpose: |

Under minimal supervision, this position presides over administrative hearings in the Municipal Court including examining evidence and making rulings of liability; performs research, reviews work papers, and applies law and precedent to facts at issue; and provides supervisory oversight. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Presides over administrative hearings, in person or by mail, and makes decisions of liability based on evidence submitted and applicable laws.
- Communicates information and detailed explanations to internal and external customers about the Court's administrative case processes and procedures, as well as information on individual cases.
- Researches and issues orders to enforce findings in accordance with law, such as boot and/or tow orders on delinquent, liable parking cases. Researches and applies laws, regulations, policies, and precedent decisions to procedures, as appropriate.
- Presides over enforcement hearings, such as boot and/or tow orders for parking, and determines resolutions.
- Designs and implements systems and procedures to ensure uniform record maintenance, system updating, and quality control.
- Researches special issues concerning administrative case processes and procedures and make recommendations to Court management.
- Develops and monitors unit budget. Participates in strategic and long-range unit planning.
- Compiles statistical and financial information, including performance measures.
- Researches and orders cases administratively closed (purged) that are determined to be uncollectible in accordance with Court policies.
- Ensures cash drawer balancing; researches and resolves discrepancies.

- Knowledge of Texas laws pertaining to municipal courts, including administrative hearings (civil).

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus two (2) years of experience in a related field, including one (1) year of experience which was in a lead or supervisory capacity. (Experience in a related field may include being an Administrative Hearing Officer; working in Administrative Law; working in civil parking enforcement/administration, or working as a Judge, Hearing Officer, Adjudicator, or Mediator.)
- Experience may substitute for the education up to the maximum of four (4) years.
