Housing Development Supervisor

Purpose:
  Under general direction, supervise work in housing inspection, rehabilitation and neighborhood development
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Coordinates the activities of a neighborhood team involved in the development of single or multi-family projects.
2. Reviews projects and make recommendations.
3. Directs staff in coordinating activities between elected officials, developers, real estate specialists, attorneys, title companies, project managers, contractors and others.
4. Prepares and monitors budgets for projects and division: review and approve expenditures. Conducts financial underwriting, research, and analysis to determine the economic and social feasibility of proposed projects.
5. Monitors compliance with federal regulations of funds provided to contractors and sub-recipients for various federal and state grant programs.
6. Writes Notices of Funds Availability and Requests for Proposals.
7. Develops, interprets and enforces program guidelines, policies and procedures.
8. Performs site selections and cost estimates and assist in purchasing project for new project development.
9. Writes specifications and scopes of work for Contracts to ensure quality controls.
10. Represents the division before boards, commissions, City Council, neighborhood associations and organizations, public agencies and citizens.
11. Responds to requests for information from the City Manager, Council members. citizens and public interest groups
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal. .
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of the principles practices regulations and ordinances of the organization, management and public administration.
Knowledge of appropriate federal, state, and local 1aws and programs as they pertain to the programs, projects and services provided by Neighborhood and Housing Development.
Knowledge of general accounting principals.
Knowledge of auditing standards.
Knowledge of Community Development Block grant regulations.
Knowledge of the principals or real estate law, eminent domain, preparation of legal instruments, etc.
Knowledge of principles practices and trends in neighborhood housing and community development.
Knowledge of fiscal planning and budget preparation.
Knowledge of city practice, policy and procedures.
Knowledge of supervisory and managerial techniques and methods.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computes and related software.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Ability to translate basic policy decisions into technical concepts and operating results.
Ability to work with frequent interruptions and changes in priorities.
Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
  Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Real Estate, Finance, Public Administration, or related field, plus five (5) years of experience in building trades, economic development, social service programs, rea1 estate, public finance, business development, installment and commercial loan processing, financial monitoring loan packaging or other related experience, two (2) years of which were in a lead or supervisory capacity.

Masters degree may substitute for two (2) years of the required experience.

Experience may substitute for education up to four (4) years.

Certification from the National Development Council may substitute for one (1) year of experience.
