Community Development Manager

Purpose:
 

Under the direction of senior management, manage affordable housing and community development programs on behalf of the City of Austin and the Austin Housing Finance Corporation (AHFC).

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages loan and grant programs for community development or programs that create or preserve affordable housing in accordance with State and Federal regulatory requirements and City Council policy direction.
  2. Oversees all facets of applicable programs, including maintaining approved rules, providing policy recommendations, responding to inquiries, and reviewing and processing applications.
  3. Develops applicable actions for City Council consideration to include the department’s Requests for Board Action and Requests for Council Action.
  4. Serves as liaison with lending community, nonprofit organizations, builders, developers, and neighborhood organizations, to increase affordable housing opportunities.
  5. Ensures compliance with Federal, State, and Local legislation, regulations, and policies, to determine impact to the City and its housing and community development programs by providing routine internal audits.
  6. Provides direction for preparing Requests for Proposal and service contracts, and reviews final documents.
  7. Makes presentations to executive management, City Council, and other governing bodies.
  8. Oversees the development, revision, and implementation of standard operating practices, policies, and procedures.
  9. Ensures development of narrative material for grant proposals, annual reports, and other documentation as required and as requested.
  10. Manages needs assessments, and researches and monitors programs and services to identify gaps.
  11. Prepares budgets, monitors expenditures, and ensures program's fiscal administration is in accordance with standards of accounting for voluntary non-profit organizations and agencies. Ensures preparation of complete, accurate, and timely financial reports.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of affordable housing finance.
  • Knowledge of the principles and practices of affordable housing mortgage underwriting.
  • Knowledge of the Federal and State revenue codes and statutes relating to housing finance.
  • Knowledge of financial reporting in conformity with generally accepted accounting principles.
  • Knowledge of real estate development process and real estate practices.
  • Knowledge of public funding process as it relates to budgeting cost accounting, financial planning, and management.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in preparing and delivering presentations for diverse audiences to include elected and/or appointed officials.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in analyzing and interpreting financial records.
  • Skill in designing and maintaining complex spreadsheets and databases.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to prepare accurate and complex financial reports and statements.
  • Ability to plan, implement, and coordinate technical and administrative programs.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with the other City employees and the public.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Finance, or a related field, plus five (5) years of experience in community development, real estate, or public finance, including two (2) years of experience in a supervisory or managerial capacity.
