Evidence Control Manager

Purpose:
 

This position manages activities and operations regarding the handling, storage, and disposition of forensic evidence and seized property. This position provides high-quality technical and managerial support to internal and external customers in accordance with forensic evidence handling and control industry best practices.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Acts as final approval authority for disposal of evidence or property in accordance with all applicable laws, including approval of deposits of law enforcement-seized funds into City of Austin General Fund.
  2. Develops short- and long-range plans, goals, objectives, programs, and resource requirements for activities within the division. Monitors expenditures to ensure division operates within appropriated budget.
  3. Manages division activities, including the maintenance, cleanliness, and repair of facilities; is responsible for accurate inventory records of all evidence or property items, secure and efficient evidence delivery, and providing chain-of-custody testimony and support to courts; identifies and analyzes trends; determines methodologies to implement changes regarding lost/found property cases.
  4. Monitors external legal/legislative precedents affecting the operation of the division or department. Ensures division and facility are in compliance with all City policies and procedures, industry standards, and best practices.
  5. Investigates complaints, documents, and reports findings; takes appropriate disciplinary or quality corrective measures.
  6. Manages evidence handling training classes for police cadets/police in-service officers.
  7. Establishes and maintains a working relationship with the District Attorney's office to ensure all current and appropriate laws of evidentiary procedure are enforced. Keeps executive staff abreast of all pertinent issues concerning operations.
  8. Serves as building security and automation system administrator. Is responsible for security software management, operational condition of security devices, physical security, and security barriers of property.
  9. Is required to respond to after-hours service requests, building security issues, facility operational needs, and other emergency event as needed.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Police Science or related discipline, plus five (5) years of work experience in an Evidence/Forensic Science environment or Law Enforcement-related field, including two (2) years of experience which were in a supervisory or leadership capacity.
  • Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
 

Valid Class C Texas Driver License.
