Meter Services Investigator

Purpose:
 
Under general supervision, investigates tampering and illegal use of utility water services; Perform field work to ensure utility requirements are met.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Investigates, analyzes and corrects utility service diversion or unlawful use of service incidents.
2. Installs water meters according to Utility criteria.
3. Travels to remote locations to inspect utility services, potential utility service diversions.
4. Coordinates investigations with proper enforcement jurisdictions.
5. Provides evidence to legal and other authorities.
6. Participates in investigations related to utility service issues.
7. Assists in developing departmental policy and procedure related to work activities.
8. Calculates unmetered consumption for billing.
9. Assists with development and implementation of public information presentations related to utility service investigations.  
10. Communicates with internal and external customers. 
11. Trains personnel on the inspection of water services and the installation of water meters, and on the technical aspects of detection of utility service  diversion

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of meter services.
Knowledge of laws and procedures applicable to illegal use of meter service.
Knowledge of utility metering.
Knowledge of streets and highways in the Austin/Travis County area.
Knowledge of safety practices and procedures.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in planning and organizing.
Skill in data analysis and problem solving.
Skill in using hand tools
Ability to handle hostility, conflict and uncertain situations.
Ability to read and follow technical guidelines and standard operating procedures.
Ability to lift up to 50 pounds unassisted
Ability to train others.
Ability to establish and maintain good working relationships with other city employees and the public.
Ability to work successfully  in hazardous environments and adverse weather conditions
Minimum Qualifications:
 
Graduation from an accredited high school or equivalent plus six (6) years experience in utility services; three  (3) of which involved performing utility field services.  

Fifteen (15) semester credit hours of college in Engineering, Engineering Technology, Law Enforcement or related field may substitute for six (6) months of the required experience with a maximum substitution of two (2) years.

Licenses and Certifications Required:
  Valid Driver's License.
