Community Information & Planning Manager

Purpose:
 

Under minimal direction, conducts the development, implementation, integration, and coordination of the City's long range planning efforts.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Initiates development and interpretation of population and economic estimates and projections for use by other departments and the public.
  2. Directs the development of long-range planning efforts, including the comprehensive plan and its implementation strategies.
  3. Coordinates the short-term strategic planning aspects of the City's service, facility and infrastructure development.
  4. Coordinates the physical and jurisdictional aspects of growth and development among other City departments and with other government entities.
  5. Formulates strategic planning activities for annexation, thoroughfare plan development, urban design, land use, special district planning and zoning, environmental preservation, CIP and other financing strategies.
  6. Prepares and substantiates division budget.
  7. Directs and evaluates professional staff.
  8. Develops policies and procedures.
  9. Prepare reports, memoranda, letters, and contracts
  10. Speaks as city representative before boards, commissions, public groups, etc.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of the principles of community and urban planning.
Knowledge of Federal, State and local laws.
Knowledge of city practice, policy and procedures.
Knowledge of the functions and organization of municipal government.
Knowledge of supervisory and management techniques and methods.
Knowledge of the design and execution of community information/involvement programs.
Knowledge of fiscal planning and budget preparation.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Ability to establish and maintain good working relationships with other city employees and the public.
Ability to prepare and making public presentations.
Ability to analyze and evaluate project proposals.
Ability to work with frequent interruptions and changes in priorities.
Ability to organize and conduct public meetings.

Minimum Qualifications:
 

Bachelor’s degree with major coursework in Planning, Geography, Social Sciences, Landscape Architecture, or planning related field plus  five (5) years of experience in a  related field,  two (2) of which were in a lead or supervisory capacity.

Master’s degree in related field may substitute for experience up to two (2) years
