Organizational Development and Training Manager

Purpose:
 

Under general direction, this position is responsible for the design and deployment of City-wide organizational development and training program strategies and initiatives that improve the overall effectiveness of the City and its employees.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Designs, develops, and implements employee development programs, including managing external vendor partners who assist in delivering learning experiences. Works with City department executives to customize programs to client needs including the development of supervisor, manager, executive, and Citywide employee University programs.
  2. Develops, revises, and implements standard operating practices, policies, and procedures governing the Learning and Research Center.
  3. Facilitates organizational change management to support departments' core values and strategic directives.
  4. Assesses organizational and leadership effectiveness and drives the development and adoption of a desirable future state through strategic systems, processes, tools, and plans.
  5. Collaborates with leaders to determine training requirements and to identify appropriate solutions for performance gaps.
  6. Researches emerging trends, new technologies, concepts, and techniques to enhance programs.
  7. Develops and implements strategies for collecting information from employees and managers (surveys and audits) to identify potential development and training needs.
  8. Collects and analyzes data from surveys, historical learning data, and other assessments to identify critical learning and organizational development issues and root causes.
  9. Manages and improves upon the City's Success Strategy Performance Review (SSPR) process including the philosophy, competencies, tools, and education.
  10. Partners with City departments to design and deliver team development interventions and other strategic custom learning requests from business units that are not a part of the core leadership curriculum.
  11. Supports City departments with data and reporting to address organizational and business issues, strategies, and practices.
  12. Develops key metrics to measure effectiveness of enterprise-wide initiatives and programs.
  13. Prepares, presents, and monitors the Organizational Development and Training departmental budget, and ensures department operates within appropriate budget.
  14. Manages contracts by determining compliance through performance monitoring, negotiating, and writing amendments and revisions to scopes of work and/or specifications, monitors and reports sub-contracting activities. Resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes.

  • Ability to provide leadership within the Human Resources department and throughout City departments.

  • Ability to establish and maintain good communication with other City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Organizational Development, Business, Education or Adult Education, or in a field related to the job, plus six (6) years of organizational development and training experience, including two (2) years of experience which were in a lead/supervisory capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required experience.
