Parking Enterprise Manager

Purpose:
 

Under general direction, this position is responsible for oversight, development, and management of municipal parking and mobility divisions and programs for the City of Austin.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements short- and long-range municipal parking on-street and off-street plans, programs, and personnel that provide administrative, managerial support, enforcement, fiscal management, field maintenance, program and community curb space planning, and evaluation.
  2. Develops, revises, and implements standard operating practices, policies, and procedures governing the Parking Enterprise. Ensures divisions are in compliance with all Local, State, and Federal practices, policies, and procedures.
  3. Manages the activities of divisions and programs including audits of existing facilities, equipment, and personnel to eliminate redundancy and to ensure effectiveness and efficiency.
  4. Determines goals, objectives, key performance indicators, and resource requirements for activities within the divisions. Collaborates with other divisions, agencies, and groups on special initiatives and activities.
  5. Prepares, presents, and monitors budgets, program expenses, and revenue forecasts to ensure the divisions operate within appropriated fiscal allocations.
  6. Identifies and analyzes trends, develops, and implements plans to expand parking mobility options, and increases transportation system efficiencies by adding the latest technology to improve operations and enhance customer/user experience.
  7. Manages the administration and preparation of complex and/or large contracts by defining requirements, negotiating, awarding, and monitoring contracts.
  8. Recommends municipal and market rate structures and fee schedules for parking facilities, analysis of capacity, turnover rates, and required property changes.
  9. Utilizes geospatial computer applications and application programming interface keys to track shared mobility services and parking infrastructure to prepare maps, graphics, tracings, and diagrams to illustrate findings.
  10. Monitors and tests emerging technological advancements affecting the parking and transportation industry. Analyzes reported findings and adopts advancements that are found to support the goals and objectives of the City.
  11. Represents Parking Enterprise interests and positions before Local government officials, boards, commissions, associations, and community organizations.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge and understanding of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.

  • Skill in directing the activities of a large and complex organization, comprised of multiple divisions and programs.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Civil Engineering, Public Administration, or in a field related to the job, plus five (5) years of related experience, including two (2) years of experience which were in a supervisory capacity.
  • Experience may substitute for education for up to four (4) years.
Licenses and Certifications Required:
 

Texas Class C Drivers License.
