Parking Services Program Manager

Purpose:
  Under the general direction, this position is responsible for managing the public parking facilities, lots, and office spaces for the Department, including, event-parking access to garages, surface lots and reserved parking accounts.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Manages and administers all aspects of parking operations such as, revenue accountability, monthly billing, finance and accounting reporting, traffic flow analysis, and general maintenance of parking equipment.
2. Produces monthly revenue reports for all locations, and recommend improvements for generating additional revenue.
3. Analyzes parking and transportation needs and develop short and long range plans to meet those needs.
4. Develops and maintains the division's operating budget and make fiscal recommendations for capital improvements.
5. Meets with local businesses or community groups to exchange information or coordinate lease and parking space rentals.
6. Ensures cash receipts and tickets are processed by utilizing established internal controls and procedures.
7. Conducts facility inspections on a regular basis to ensure that safety concerns are addressed for both customers and employees. Responsible for the development and coordination of security and maintenance needs to ensure that all parking garages are available to customers.
8. Responsible for monitoring parking trends to create and maintain a competitive edge for the parking facility.
9. Authorizes and approves the purchase of supplies, services and materials associated with the administration and operation of the facilities
10. Addresses all customer complaints and inquires, and assists in the resolution of conflicts and difficult situations.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of administrative and business principles and practices used in the management and operations of large parking facilities.
Knowledge of contact compliance.
Knowledge of budgeting, cash receipting and depositing.
Knowledge of city practice, policy and procedures.
Knowledge of supervisory and managerial techniques and methods.
Knowledge of safety practices, and procedures.
Knowledge of fiscal planning and budget preparation.

Skill in handling multiple tasks and prioritizing.

Skill in planning and organizing.
Ability to manage construction and installation activities on assigned projects.
Ability to manage multi-disciplines such as, maintenance of facilities and other operational needs.

Ability to establish and maintain good working relationships with other City employees and the public.
Ability to deal with compliance issues.
Ability to complete projects within the required scheduling, and the ability to make prompt customer service with little or no supervision.
Ability to exercise good judgment, tact and diplomacy in all public dealings.
Ability to work with frequent interruptions and changes in priorities.
Ability to handle hostile, conflict and uncertain situations.
Minimum Qualifications:
  Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus five (5) years of related work experience, and two (2) years of which were in a lead or supervisory capacity.

Equivalent combination of education and/or work experience in parking facilities may be substituted for the above requirements.
Licenses and Certifications Required:
  A valid Texas Driver's License.
