Parks Grounds Supervisor

Purpose:
  Under general supervision, supervise employees performing minor maintenance, minor construction and routine grounds keeping tasks in and around City parks grounds and recreational facilities.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Plans, develops, organizes, evaluates, manages, and monitors the section's programs and activities. Coordinates field work
2. Prepares, develops, and monitors the budget.
3. Recommends and justifies capital expenditures.
4. Writes memos and correspondence to communicate as needed. Writes reports as necessary.
5. Interacts with other divisions, departments and the public. Coordinates schedules and activities between groups, assigns and sets schedules for projects
6. Makes purchases and utilizes the bid process as appropriate.
7. Ensures vehicles, equipment and material are maintained and repaired when needed.
8. Monitors contracts and contractors.
9. Orders supplies and maintains inventory.
10. Answers questions and provides assistance to the public.
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.
When necessary, assists crew leaders and other employees in performing their jobs.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of grounds keeping processes, policies and procedures.
Knowledge of equipment and vehicles used in grounds keeping.
Knowledge of Federal, State and Local laws.
Knowledge of city practice, policy, and procedures.
Knowledge of supervisory techniques and principles.
Knowledge of fiscal planning and budget preparation.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in planning and organizing.
Skill in data analysis and problem solving.
Ability to work with frequent interruptions and changes in priorities.
Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
  Graduation from an accredited high school or equivalent and five (5) years experience related to grounds keeping or general labor services, including at least two (2) years in a lead or supervisory capacity.

One (1) year of additional experience may substitute for one (1) year of High School, up to a maximum of four (4) years substitution.
Licenses and Certifications Required:
  If assigned to operate vehicles, must possess the appropriate Texas Driver's License for those vehicles
