Property Agent Supervisor

Purpose:
  Under general supervision, supervise and participate in the acquisition of real estate for public use.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Reviews and evaluates contracts and other legal documents, including appraisals.
2. Consults with attorneys concerning legal issues i.e. eminent domain, contracts, deeds, etc.
3. Writes/drafts legal documents.
4. Reviews, analyzes and recommends purchase and/or lease requisitions.
5 .Negotiates with property owners.
6. Researches information as requested and/or needed.
7. Testifies in court
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of real estate practices.
Knowledge of real estate law and related contracts.
Knowledge of Federal, State and Local laws.
Knowledge of city practice, policy and procedures.
Knowledge of real estate appraisal methods.
Knowledge of Eminent Domain.
Knowledge of relocation activities.
Knowledge of supervisory and managerial techniques and methods.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Ability to evaluate contract agreements.
Ability to accurately and impartially summarizing and evaluating factors relating to property purchases and usage.
Ability to write and interpret legal descriptions of leases, real estate easements and similar
properties.
Ability to negotiate with property owners to accomplish objectives.
Ability to give public presentations.
Ability to correctly estimate real estate values.
Ability to write technical specifications and/or request for a proposal.
Ability to relocate owners and tenants.
Ability to work with frequent interruptions and changes in priorities.
Ability to exercise good judgment, tact and diplomacy in all public dealings.
Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
  Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Real Estate or other relevant field plus six (6) years of experience in real estate activities such as buying, selling, appraising, mortgage lending, property management, or title conveyance, including two(2) years of which were in a
lead or supervisory capacity.

Experience may substitute for education up to four (4) years
Licenses and Certifications Required:
  None.
