Quality Assurance Officer

Purpose:
  Plans and directs Quality Assurance/Quality Control laboratory programs and strategies to ensure compliance with Federal, State, and local regulations.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Manages/reviews Quality Assurance/Quality control programs.
2. Administers Quality Assurance/Quality Control Programs.
3. Develops program budgets.
4. Manages and administers contracts.
5. Develops training and conducts presentations.
6. Develops and implements and reviews policies, codes, regulations and standard operating procedures.
7. Conducts long range quality planning.
8. Develops and manage quality control initiatives.
9. .Develops and conduct audits.
10. Develops and maintain program policy documentation.
Responsibilities - Supervisor and/or Leadership Exercised:
  May provide leadership, guidance and/or technical support to others.
May supervise laboratory staff in the absence of the Laboratory Services Supervisor.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of laboratory programs.
Knowledge of Federal, State and Local laboratory programs and procedures.
Knowledge of city practice, policy and procedures.
Knowledge of contract language, terms and conditions.
Knowledge of fiscal planning and budget preparation.
Skill in oral and written communication.
Skill in handling multiple projects and prioritizing.
Skill in planning and organizing.
Skill in data analysis and problem solving.
Ability to supervise and train others.
Ability to work with frequent interruptions and changes in priorities.
Ability to establish and maintain working relationships with other City employees and the public.
Minimum Qualifications:
  Graduation with a Bachelor's degree from an accredited college or university with major course work in Chemical, Environmental or Biological sciences, including 24 hours of college Chemistry, OR

Graduation with a Bachelor’s degree from an accredited college or university with major course work in Microbiology, Biology, Chemistry or Environmental Sciences, including 16 semester hours of Biology or Microbiology and 16 hours of chemistry PLUS Six (6) years of progressively responsible experience in a field related to drinking water or environmental water quality analyses including experience in the use of computerized analytical instrumentation
Licenses and Certifications Required:
  Valid Texas class "C" Drivers License
