Purpose: |

Under minimal direction, this position plans, organizes, develops, and oversees operational programs involving the acquisition and management of real estate to be leased or purchased for public purposes. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Provides leadership, direction, and management for real estate operational programs within the department.
- Is responsible for overseeing the management of all aspects of the development and implementation of existing and new programs under their direction.
- Develops and implements short- and long-range goals and objectives.
- Develops, manages, and negotiates high-profile real estate contracts between the City, private developers, governmental entities, and the public in delivering capital improvement projects, leases, and property management as directed.
- Oversees development of operational unit performance measures and reporting systems and utilizes these to establish accountability; determine progress; evaluate alternatives; and assess productivity, effectiveness and efficiency.
- Manages bond packages and analyzes fiscal impact of proposed policies and programs.
- Builds strong working relationships with executive management, City departments, other governmental agencies, private sector entities, consultants, stakeholders, and Austin City Council.
- Assists with development and monitoring of operational program budgets.
- Responds to and resolves sensitive inquiries, complaints, and issues from both internal and external sources.
- Ensures compliance with Federal, State, and City codes, ordinances and regulations.

- Knowledge of principles, practices, and procedures pertaining to the acquisition, management, appraisal, and land use of real property for public purposes.

- Skill in interpreting real estate law and legal contracts.
- Skill in negotiating real estate transactions such as leases, acquisitions, easements, and other properties to accomplish objectives.
- Skill in interpreting legal descriptions of leases, real estate, easements, and similar properties.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Real Estate, or in a field related to the job, plus five (5) years of progressively responsible supervisory/management experience in comprehensive real estate activities involving property acquisitions, appraisals, leasing and property management, eminent domain/condemnations, preferably in adherence of the Uniform Relocation Act, including three (3) years of experience in supervisory capacity.
- Experience may substitute for education up to four (4) years.
