SMART Housing Program Manager

Purpose:
  This position is responsible for managing the City of Austin's S.M.A.R.T. Housing Program, including, certifying applications, verifying compliance with S.M.A.R.T. Housing and City of Austin standards, and reviewing all proposed rules, ordinances or plans for impact on housing affordability and prepare affordability impact statements.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Meets with S.M.A.R.T. Housing applicants and reviews development proposals to ensure compliance with S.M.A.R.T. Housing criteria including the affordability and accessibility component.
2. Reviews and verifies applications for compliance with S.M.A.R.T. Housing standards.
Verifies that S.M.A.R.T. Housing certified developments meet affordability and accessibility criteria before occupancy.
3. Reviews proposed City of Austin policies for impact on housing affordability.
4. Proposes revisions that minimize policy impact on housing affordability.
5. Provides housing affordability feedback to various City departments and the City Manager's Office Team.
6. Presents housing goals to Neighborhood Planning Teams. Reviews draft neighborhood plans for the impact on housing affordability.
7. Suggests revisions to neighborhood plans to promote S.M.A.R.T. Housing.
8. Notifies property owners of compliance issues.
9. Establishes compliance timelines and request appropriate legal action if compliance is not completed in a timely manner.
10. Attends City Council, board meetings, builders' association meetings, etc. as needed.
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of neighborhood planning principles and code requirements.
Knowledge of Federal, State and Local laws.
Knowledge of city practice, policy and procedures.
Knowledge of supervisory and managerial techniques and methods.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Ability to evaluate contract agreements.
Ability to establish and maintain good working relationships with other city employees and the public.
Ability to deal with compliance issues.
Ability to negotiate with property owners to accomplish objectives.
Ability to give public presentations.
Ability to verify housing affordability impacts.
Ability to exercise good judgment, tact and diplomacy in all pubic dealings.
Ability to work with frequent interruptions and changes in priorities.
Ability to handle hostility, conflict and uncertain situations.
Minimum Qualifications:
  Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Regional/Urban Planning or Public Administration, plus four (4) years of related work experience.

Education and experience in Regional or Urban Planning may substitute for the above requirements.
Licenses and Certifications Required:
  None.
