Purpose:
 

Under general supervision, this position supervises employees in the field engaged in the recovery and processing of resources such as trash, recyclables, brush, yard trimmings, bulk, dead animals, street cleaning activities, litter collection, and household composting items. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures staff compliance with policies and procedures and documents subordinate employee performance.
  2. Develops, coordinates, assigns, and monitors schedules and activities between work groups in field, providing assistance and information to the crew's supervisor, as required in disciplinary actions, in administration of performance reviews, and in the section's budget, programs, projects, and activities.
  3. Acts as backup to the supervisor in their absence or as directed by management. Records data on appropriate forms and logs and enters data into system, writes memos, and prepares reports as needed.
  4. Reviews work of other crew members for completeness and quality, ensuring the crew’s assigned results are met. Trains others in the proper use of equipment and vehicles as required by management.
  5. Interacts with other divisions, departments, and the public; investigates and responds to complaints from employees and the public; and resolves conflicts.
  6. Ensures vehicles, equipment, and material are maintained and repaired timely. Pre-trips all vehicles and heavy equipment as required by management and maintains detailed vehicle and equipment records, completing paperwork, forms, and reports related to collection activities.
  7. Pick-ups, processes, or disposes of trash, brush, litter, recyclables, bulky items, re-use items, or compostable items and dumps collected materials at designated dump sites/landfill. Cleans up illegal dump sites, parkland, targeted encampment sites, and other sites with high volume of trash-related complaints or concerns throughout the City of Austin. Learns and follows routes, reads street maps, and micro-routes to locate route destinations.
  8. Decides whether to pick up trash that is set out improperly. Provides information to customers, when appropriate, and responds to routine customer questions about work being performed. Places customer notices, door hangers, and public information literature.
  9. Follows all safety rules. Observes and reports accidents, burglaries, and hazardous situations.
  10. Assists other Austin Resource Recovery (ARR) crews as directed and performs other duties as assigned and perform the tasks of ARR Associates, Operator Trainees, Operators, and Operator Seniors as needed.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of or ability to learn ARR processes, policies, and procedures.
  • Knowledge of equipment and vehicles used in waste services.
  • Knowledge of the operation and maintenance of assigned equipment and vehicles.
  • Skill in reading and understanding blueprints and plans.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skills in training, directing, and assigning work to others.
  • Skills in oral and written communication necessary for providing instruction and feedback.
  • Skill in heavy lifting and carrying equipment or materials applicable to the work being performed.
  • Skill in operating power tools.
  • Skill in using small hand tools.
  • Skill in completing computer-based application entries.
  • Skill in reading and writing English necessary to the level of tasks performed.
  • Ability to understand and follow oral and written instructions in English including manuals and instruction panels.
  • Ability to operate required vehicles safely.
  • Ability to understand and follow oral and written instructions.
  • Ability to train or assist in the training of employees as required by management.
  • Ability to drive and operate various truck/tractor and trailer combination vehicles on residential streets.
  • Ability to understand and communicate safety procedures.
  • Ability to resolve conflicts.
  • Ability to read, understand, and follow maps and mapping directions.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus three (3) years of driving experience with a Commercial Driver License.

Licenses and Certifications Required:
 
  • Current Class B Commercial Driver License.
    OR
  • Current Class A Commercial Driver License as required by position.

As required for Position: Licensed for endorsements within ninety (90) days of employment.
