Purpose:
  Under general supervision, performs tasks in preparation and revision of specifications for City material, vehicle and equipment purchases.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Prepares and revises detailed specifications used in the selection and acquisition of materials, services and equipment.
2. Consults with representatives of city departments to determine if materials, services and equipment meet needs. Works with vendors to obtain up-to-date and accurate information on available products.
3. Assures timely delivery of purchased items.
4. Reviews current publications regarding availability, standards, safety and performance of products.
5. Reviews maintenance and service records.
6. Prepares and submits requisitions and specifications.
7. Evaluates bid files and prepares recommendations.
8. Maintains files on specifications and vendor information.
9. Provides information and technical assistance.
10. Prepares special reports on products.
11. Inspects products to insure compliance with specifications

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of methods and procedures used in research and preparation of specifications.
Knowledge of large-scale purchasing procedures.
Knowledge of Federal, State and Local laws.
Knowledge of city practice, policy and procedures.
Skill in oral and written communication.
Skill in using computers and related software applications.
Skill in handling multiple tasks and prioritizing.
Skill in planning and organizing.
Skill in data analysis and problem solving.
Ability to read and interpret design drawings, blueprints and manufacturers specifications.
Ability to work with frequent interruptions and changes in priorities.
Ability to establish and maintain good working relationships with city employees and the public
Minimum Qualifications:
  Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business or Public Administration, Engineering, Engineering Technology or related field plus four (4) years of experience in developing, writing, reviewing and revising specifications for materials, services, vehicles or other equipment.

Experience may substitute for the education up to a maximum of four (4) years.
