Permit Program Supervisor

Purpose:
 
Under general direction, responsible  for the supervision of the Permit Center Operations.


Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Supervises the administration and issuance of permits in accordance with approved associated plans.  Reviews and issues permits mechanical, electrical, plumbing, residential, commercial and sign permits in accordance with guidelines and policies in place. 
2. Provides permitting guidance, advice, and assistance to applicants, trade contractors, citizens, developers and management.
3. Resolves conflicts regarding permitting with applicants, trade personnel contractors, citizens, developers, employees, and management.
4. Coordinates division activities with other divisions and departments. Prepares monthly reports.
5. Provides assistance and information on calculations and assessments of fees for residential plan review, commercial building permits, and other various permits. 
6. Tracks and maintain case files. 
7. Provides routine information and conflict resolution for planners, engineers, architects, inspectors, and other departments to resolve zoning compliance issues. Provides routine information and conflict resolution for planners, engineers, architects, inspectors, management and    other departments to resolve permitting issues. 
8. Research and resolve customer permitting issues as relating to expired permits.
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal. 
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
 Knowledge of basic mathematics and billing procedures.
Knowledge of Land Development Codes.
Knowledge of application requirements for residential and commercial plans.
Knowledge of planning terminology.
Knowledge of Federal, State and Local laws.
Knowledge of city practice, policy and procedures.
Knowledge of supervisory and managerial techniques and methods.
Skill in oral and written communication.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Ability to read maps and assessing fee calculations.
Ability to work with frequent interruptions and changes in priorities.
Ability to establish and maintain good working relationships with other city employees and the public.
Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or a planning related field, plus five (5) years of planning related work, two (2) years of which included lead or supervisory responsibilities.

One (1) year of experience in Planning related work may substitute for one (1) year of the required education up to the maximum of four (4) years
