Parking Services Supervisor

Purpose:
  Under the direction of the Parking Services Program Manager, this position is responsible for supervising the public parking facilities, lots, and office spaces for the Convention Center, Palmer Events Center and approved area parking facilities, including, event parking access to garages and reserved parking accounts.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supervise and administer all aspects of parking operations such as, revenue accountability, finance and accounting reporting, traffic flow analysis, and general maintenance of parking equipment.
  2. Prepares written parking plans for all events (to include surrounding businesses' events and area events in the plan) and distribute to staff.
  3. Schedules parking attendants, overnight security and licensed police officers for all events. Identifies staffing needs and coordinate independent parking management and or security vendors to ensure that when the parking garage is filled to optimum capacity, additional overflow parking is available at area parking facilities.
  4. Analyzes parking and transportation needs and develop short and long range plans to meet those needs for the Convention Center. Palmer Events Center and the Long Center parking plans.
  5. Produces and reports to Manager all monthly revenue reports for all locations, and recommend improvements for generating additional revenue. Ensures cash receipts and tickets are processed by utilizing established internal controls and procedures.
  6. Assists Manager in developing and maintaining the division's operating budget and make fiscal recommendations for capital improvements.
  7. Communicates and follows-up with area parking facilities regarding the use of their buildings for event and coordinate lease and parking space rentals.
  8. Attends all pre-convention and post-convention meetings, and all planning meetings with external business staff as appropriate for planning purposes
  9. Conducts facility inspections on a regular basis and document and report all incidents to the appropriate division to ensure that safety concerns are addressed for both customers and employees.
  10. Orders and produces signs as needed for the facility, access drives, entrances, and surrounding areas. Authorize and approve the purchase of supplies, services and materials.
  11. Addresses all customer complaints and inquiries, and assist in the resolution of conflicts and difficult situations.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of administrative and business principles and practices used in the supervision and operations of large customer service facilities.
  • Knowledge of programming access card systems.
  • Knowledge of budgeting, cash receipting and depositing, and the computer
  • operations to support these functions.
  • Knowledge of city practice, policy and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in planning and organizing.
  • Skill in using computers and related software.
  • Skill in handling multiple tasks and prioritizing.
  • Ability to manage multi-disciplines such as, maintenance of facilities and other
  • operational needs.
  • Ability to produce spreadsheets containing multiple events, staffing, and specific details for planning purposes.
  • Ability to deal with compliance issues.
  • Ability to exercise good judgment, tact and diplomacy in all public dealings.
  • Ability to establish and maintain good working relationships with city employees and the public
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus five (5) years of related work experience, including two (2) years of which were in a Lead/Supervisory capacity.
  • Any combination of Education and Experience may substitute for minimum qualifications.
Licenses and Certifications Required:
 
  • A valid Texas Drivers License
