Video TV Production Manager

Purpose:
 

Under general direction or working independently, oversees video production services to meet budget, technology, strategic, and business goals.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, implements, and monitors operational activities, policies, standard operating procedures, and related systems.
  2. Evaluates business process effectiveness and efficiency, and makes recommendations for improvements.
  3. Develops short- and long-range plans and monitors performance results.
  4. Develops or reviews design criteria, technical guidelines, standards, etc.
  5. Develops policies and best practices for division as well as City-wide video needs and usage in regard to public meeting coverage and edited videos.
  6. Prepares operating budgets, monitors division expenditures to ensure adherence to budgets, and coordinates recurrent program/project budgets and resource forecasts.
  7. Coordinates and leads projects with multi-departmental participation.
  8. Researches and analyzes complex video production products and technology solutions.
  9. Participates in the development of vendor contracts, performs vendor and contract management duties, and prepares and evaluates Requests for Proposal (RFPs).
  10. Analyzes bid specifications, contracts, and compliance with City policies and contractual obligations.
  11. Loads, unloads, and transports equipment to location for off-site productions.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities: selection, training, evaluation, counseling and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Video/TV Production.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practice, policy, and procedures.
  • Knowledge of safety practices and procedures.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of supervisory and managerial techniques and methods.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in planning and organizing.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Radio-TV-Film (RTVF) or related field, plus six (6) years of experience in video production including directing.
  • Experience may substitute for the education up to four (4) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
