Purpose: |

Under general direction or working independently, oversees video production services to meet budget, technology, strategic, and business goals. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops, implements, and monitors operational activities, policies, standard operating procedures, and related systems.
- Evaluates business process effectiveness and efficiency, and makes recommendations for improvements.
- Develops short- and long-range plans and monitors performance results.
- Develops or reviews design criteria, technical guidelines, standards, etc.
- Develops policies and best practices for division as well as City-wide video needs and usage in regard to public meeting coverage and edited videos.
- Prepares operating budgets, monitors division expenditures to ensure adherence to budgets, and coordinates recurrent program/project budgets and resource forecasts.
- Coordinates and leads projects with multi-departmental participation.
- Researches and analyzes complex video production products and technology solutions.
- Participates in the development of vendor contracts, performs vendor and contract management duties, and prepares and evaluates Requests for Proposal (RFPs).
- Analyzes bid specifications, contracts, and compliance with City policies and contractual obligations.
- Loads, unloads, and transports equipment to location for off-site productions.

- Knowledge of Video/TV Production.
- Knowledge of Federal, State, and Local laws.
- Knowledge of City practice, policy, and procedures.
- Knowledge of safety practices and procedures.
- Knowledge of fiscal planning and budget preparation.
- Knowledge of supervisory and managerial techniques and methods.
- Skill in oral and written communication.
- Skill in handling multiple tasks and prioritizing.
- Skill in planning and organizing.
- Ability to work with frequent interruptions and changes in priorities.
- Ability to establish and maintain good working relationships with other City employees and the public.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Radio-TV-Film (RTVF) or related field, plus six (6) years of experience in video production including directing.
- Experience may substitute for the education up to four (4) years.

Licenses and Certifications Required: |
|
Valid Texas Class C Driver License.
