Water Protection Supervisor

Purpose:
 

Under minimal direction, this position supervises water protection staff engaged in the review, examination, and interpretation of building plans to ensure compliance of multiple water protection programs with applicable building and plumbing codes, ordinances, and regulations. This position implements and enforces multiple water protection regulatory programs. These programs are politically sensitive and impactful to the environment and public health and are in accordance with authority delegated by EPA/TCEQ.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and implements multiple water regulatory programs pertaining to cross connections, back flow prevention, auxiliary water, private fire hydrants, water wells, and lake water protection.

  2. Manages the compliance, interpretation, and enforcement of federal, state, local laws, regulations, ordinances, and policies, procedures pertaining to multiple water protection programs.

  3. Represents water protection program in response to audit requests.

  4. Conducts investigations and testifies in court as an expert witness on cross connection, back flow prevention, plumbing regulations, auxiliary water, and fire hydrant maintenance.

  5. Develops, implements, and monitors specific strategies for achieving the department’s strategic business plans, short- and long-range goals, and Water Protection Division budget.

  6. Plans future program changes/needs to ensure compliance with applicable laws/ordinances.

  7. Consults with architects, engineers, contractors, and customers to provide guidance and information on potable and reclaim water ordinance requirements, procedures, and other applicable Federal, State, and Local requirements.

  8. Coordinates division/section activities with other City departments.

  9. Researches and develops specifications for equipment purchases.

  10. Resolves customer complaints.

  11. Evaluates and determines potable, reclaim, and auxiliary water systems device changes to ensure compliance with applicable laws and ordinances.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of water protection programs.

  • Knowledge of Federal, State, and Local regulations.

  • Knowledge of City practices, policies, and procedures.

  • Knowledge of supervisory and managerial techniques and methods.

  • Knowledge of standard uniform plumbing codes.

  • Knowledge of fiscal planning and budget preparation.

  • Skill in oral and written communication.

  • Skill in using computers and related software.

  • Skill in handling multiple tasks and prioritizing.

  • Skill in data analysis and problem solving.

  • Skill in planning and organizing.

  • Ability to conduct research.

  • Ability to perform plumbing and backflow prevention functions.

  • Ability to work with frequent interruptions and changes in priorities.

  • Ability to establish and maintain good working relationships with other City employees and the public.

  • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Mechanical Engineering or Civil Engineering, plus four (4) years of related experience, including two (2) years of experience which were in a supervisory/management position. 

    OR

  • Graduation from an accredited high school or equivalent, plus eight (8) years of related experience, including two (2) years of experience which were in a supervisory or management position.

Licenses and Certifications Required:
 
  • Valid Texas Class “C” Driver License.
  • Texas Plumbing Inspector License.
  • Texas Backflow Prevention Assembly Tester (BPAT) License.
  • Valid certification from the International Association of Plumbing and Mechanical Officials (IAPMO) on the Uniform Plumbing Code or valid certification from the International Code Council (ICC) on the International Plumbing Code.
