Austin Water Electrical Supervisor

Purpose:
 

Under general direction, supervises and coordinates the daily activities of Austin Water Utility electricians involved in construction, repair, installation, testing, calibration, maintenance, or removal of utility high and low voltage substation and treatment related electrical process control systems within the Austin Water Utility, i.e. Utility Treatment Facilities, Package Plants, Multi-zone Collections Systems and Multi-zone Distribution Systems.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Assigns, organizes, and monitors task completion for workgroup
  2. Ensures compliance with National Electric Code, National Electric Safety Code, and all pertinent environmental restrictions and regulations,
  3. Interprets, explains, and enforces City policies, procedures, building codes, Utility specifications, and ordinances.
  4. Communicates with schedulers and project managers regarding projects
  5. Monitors safety issues for work group.
  6. Supervises the repair, installation, maintenance, testing, calibration, diagnostic analysis, or removal of utility substation equipment including substation transformers, switchgears, circuit breakers, disconnect switches, motor operators, bus work, substation batteries, chargers, control cabinets and process equipment including intake and distribution pumps, blowers, chemical treatment process equipment, power and lighting related to the facilities.
  7. Coaches and develops assigned staff using continuous learning and self-improvement techniques.
  8. Authorizes and verifies correct purchase of bid material.
  9. Provides direction in utilization of a computerized maintenance management system.
  10. Performs emergency electric system restoration as necessary system.
  11. Drives personal and/or City of Austin vehicles on official business and must maintain a driver record that meets the City of Austin’s standards.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities to include selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City of Austin supervisory policies and procedures
  • Knowledge of applicable electrical construction and maintenance practices, equipment, and techniques
  • Knowledge of National Electric Safety Code, OSHA, and Utility Safety Policies
  • Knowledge of Substation design and construction standards
  • Knowledge of applicable Utility and OSHA safety regulations
  • Skill in handling multiple tasks and prioritizing
  • Skill in applying sound construction and maintenance techniques

  • Skill in data analysis and problem solving

  • Ability to work in field conditions, temperature extremes, and other inclement weather conditions.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus four (4) years of experience in all phases of work as a journeyman-level electrician installing, diagnosing, troubleshooting and repairing electrical systems such as medium voltage distribution equipment, motor controls, facility building equipment, and lighting systems at a water or wastewater treatment plant or industrial production plantincluding two (2) years of which were in a lead or supervisory capacity.

OR

  • Graduation from an accredited high school or equivalent, plus six years experience in all phases of work as a journey-level electrician, including two of which must be in a lead or supervisory capacity, and two must include directly related utility electrical experience performing installations and diagnostics, including experience working at voltages of 1000V-15kV installing, troubleshooting, and repairing a variety of electrical machinery and equipment in permanent building systems, power generation plants, water or wastewater treatment plants, or industrial plants. Experience must include commercial or industrial wiring, installing, and repairing electrical conduit systems, and troubleshooting industrial motor control systems, mechanical motor starters, soft starters, and variable frequency drives.
Licenses and Certifications Required:
 
  • Must possess a valid State of Texas Master Electrician License
  • Valid Texas Class C Driver’s License
