Austin Water Pipeline Technician Assistant

Purpose:
 

Under general supervision, this position applies a working knowledge of practices and established procedures in the maintenance, repair, and reconstruction of the drinking water and reclaimed water distribution and wastewater collection systems.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Investigates and inspects water distribution and wastewater collection systems.
  2. Performs labor-intensive work involving the excavation, repair, and replacement of water and wastewater infrastructure.
  3. Operates, inspects, and maintains a variety of vehicles and heavy equipment, including heavy equipment requiring a CDL.
  4. Operates, calibrates, troubleshoots, maintains, and repairs a variety of electronics power tools and equipment.
  5. Sets up, operates, and maintains a variety of safety-related equipment according to Utility safety procedures and SOPs.
  6. Reads and interprets maps, plans, drawings, meters, gauges, and videos.
  7. Responds to citizen questions, concerns, and complaints.
  8. Performs and maintains a variety of asset control and inventory activities.
  9. Completes paperwork, forms, and reports.

  • Knowledge of City of Austin policies and procedures related to pipeline operations.
  • Knowledge of City of Austin safety policies and procedures.
  • Knowledge of training and monitoring of assigned work group.
  • Knowledge of basic math including addition, subtraction, multiplication, and division of whole numbers, decimals, fractions, and percentages.
  • Skill in using computers and related software.
  • Skill in using hand tools and power tools.
  • Skill in operating a motor vehicle and motorized equipment.
  • Skill in reading maps, plans, drawings, and electrical equipment.
  • Skill in oral and written communication.
  • Ability to read and follow technical guidelines and standard operating procedures.
  • Ability to provide written and verbal training instructions.
  • Ability to establish and maintain good working relationships with internal and external customers.
  • Ability to act as a member of a confined space entry team and perform maintenance tasks in confined spaces, up to 100 feet deep with the use of an SRL Body Harness as designated by work area.
  • Ability to use SCBA, respirator, and other confined space equipment as designated by work area,
  • Ability to climb to heights of twenty (20) feet on ladders that supports weight as designated by work group.
  • Ability to lift and carry equipment and supplies weighing up to fifty (50) pounds, unassisted.
  • Ability to work in hazardous environments with exposure to hazardous chemicals, solvents, and adverse weather conditions.
  • Ability to work various work shifts, on-call, and/or call back hours.
  • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program while driving personal and City of Austin vehicles on official business.
Minimum Qualifications:
 
  • Be at least 18 years of age.
  • Graduation from an accredited high school or equivalent, plus three (3) years of experience in construction maintenance, including one (1) year of related equipment operation experience and two (2) years of underground utility construction maintenance experience.
Licenses and Certifications Required:
 
  • Valid Texas Commercial Driver License (CDL).
  • Positions in water distribution require a Class C Water Distribution License from TCEQ. A Surface Water license may substitute for the Class C Water Distribution license.
  • Positions in wastewater collection require a Class I Wastewater Collection License from TCEQ.
  • For specified work groups, completed Respiratory Protection and Confined Space Entry training must be complete.
