Austin Water Pipeline Technician Senior

Purpose:
 

Under limited supervision, this position works on a variety of complex assignments where initiative, comprehensive utility knowledge, and sound judgment are required in making recommendations to resolve problems. This position plans, leads, and participates in training for personnel assigned to test, repair, maintain, and construct the water distribution and wastewater collection systems.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Operates, inspects, and maintains a variety of vehicles and heavy equipment; and trains crew members on how to operate them.
  2. Operates, calibrates, troubleshoots, maintains, and repairs a variety of electronics, hand, electrical, pneumatic, mechanical power tools, and equipment; and trains crewmembers on how to use them.
  3. Sets up, operates, and maintains a variety of safety-related equipment according to Utility safety procedures and SOP's; and ensures crewmembers use them.
  4. Performs and maintains a variety of asset control and inventory activities, and trains crew members on them.
  5. Reviews and interprets maps, plans, drawings, meters, gauges, videos, and specifications of work assignments and trains crew members on them.
  6. Performs labor-intensive work.
  7. Completes and trains crewmembers on required paperwork, forms, and reports.
  8. Investigates and inspects water distribution and wastewater collection systems.
  9. Installs, maintains, excavates, repairs, replaces, backfills, and locates water and wastewater infrastructure and appurtenances.
  10. Trains crew members on the proper response to citizen questions, concerns, and complaints.
  11. Provides training, guidance, and assistance in the evaluation of other crew members.
  12. Coordinates activities on the job site with engineers, construction inspectors, other City departments, and external customers.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City of Austin safety policies and procedures.
  • Knowledge of training and monitoring of assigned work group
  • Knowledge of moderately complex utility mathematical formulas involving addition, subtraction, multiplication, and division of standard and metric units of measure, using whole numbers, fractions, decimals; and computing rate, ratio, and percentages.
  • Skill in reading maps, plans, drawings, and electrical equipment.
  • Skill in using computers and related software.
  • Skill in using hand tools and power tools.
  • Skill in oral and written communication.
  • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program while driving personal and City of Austin vehicles on official business.
  • Ability to read and follow technical guidelines and standard operating procedures.
  • Ability to handle multiple tasks concurrently.
  • Ability to understand, follow, and provide training for both written and verbal instructions.
  • Ability to establish and maintain good working relationships with internal and external customers.
  • Ability to act as a member of a confined space entry team and perform maintenance tasks in confined spaces, up to 100 feet deep with the use of a SRL Body Harness Includes the use of SCBA, respirator, and other confined space equipment as designated by work area.
  • Ability to climb to heights of twenty (20) feet on ladders that supports weight as designated by work area.
  • Ability to lift and carry equipment and supplies weighing up to fifty (50) pounds, unassisted.
  • Ability to work in hazardous environments with exposure to hazardous chemicals, solvents, and adverse weather conditions.
  • Ability to work various shifts, on-call, and/or call back hours.
Minimum Qualifications:
 
  • Be at least 18 years of age.
  • Graduation from an accredited high school or equivalent, plus five (5) years of experience in general construction maintenance, including four (4) years of water and wastewater underground utility construction maintenance experience and one (1) year of experience which was in a lead or supervisory capacity.
Licenses and Certifications Required:
 
  • Valid Texas Commercial Driver License (CDL).
  • Positions in water distribution require a Class C Water Distribution License from TCEQ. A Surface Water license may substitute for the Class C Water Distribution license.
  • Positions in wastewater collection require a Class I Wastewater Collection License from TCEQ.
  • For specified work groups, Respiratory Protection and Confined Space Entry training must be complete.
