Assistant Director, Real Estate Services

Purpose:
 
Under general direction of the Real Estate Services Officer, is accountable for overall day-to-day operations of real estate services and management of specialized Real Estate Supervisors, Property Agent Supervisors, Program Managers and staff. Directs real estate personnel in providing programmatic, financial, and managerial support for the Department.
 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures all activities (property acquisitions, land management, eminent domain/condemnations, Uniform Act, leasing & property management, and/or appraisals) are carried out in compliance with departmental policy, local, state, and federal regulations and laws governing activities.
  2. Manages high profile real estate projects and real estate program activities in delivering capital improvement projects, leases, and property management as directed.
  3. Directs at the executive level the activities related to the development, implementation and evaluation of initiatives, organizational structure, and daily operations for each assigned service area governing real estate program activities.
  4. Develops and negotiates contracts between City, private developers, governmental entities, and the general public in real estate disposition and acquisition under general direction of the Real Estate Officer.
  5. Oversees development of Department/division/unit performance measures and reporting systems and utilizes these to establish accountability, determine progress, evaluate alternatives, and assess productivity.
  6. Responds to and resolves sensitive inquiries, complaints, and issues from both internal and external sources.
  7. Develops excellent working relationships with key staff, departmental employees, other governmental organizations, departments, stakeholders, and with external services, such as consultants, legal counsel, boards and commissions, and the Austin City Council.
  8. Oversees bond packages and analyzes fiscal impact of proposed policies and programs.
  9. Assists with preparation, presentation and monitoring the departmental budget.
  10. Maintains up-to-date knowledge of trends, practices, and laws in the areas of real estate, acquisitions, property management, eminent domain and facilities management.
  11. Informs the Real Estate Officer about current trends, problems and activities in these areas to facilitate decision making.
  12. Represents Real Estate Officer at City Council Meetings, Boards and Commissions, and Community events as directed.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
 
Knowledge, Skills, and Abilities:

  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of principles and practices of public administration.

  • Knowledge of Federal, State, Local laws, and ordinances governing real estate management, disposition and acquisition.
  • Knowledge of research techniques.
  • Skill in interpreting Real Estate law and legal contracts.
  • Skill in negotiating real estate transactions such as leases, acquisitions, easements and similar properties.
  • Skill in interpreting legal descriptions of leases, real estate, easements and similar properties.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving .
  • Ability to train others.
  • Ability to exercise good judgment, tact and diplomacy in all public dealings.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to maintain effective communication and working relationships with City Officials, business leaders, financial institutions, developers, citizen groups, city departments, employees and the public.
 
Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in public or business administration, real estate, or in a field related to the job, plus five (5) years of progressively responsible management experience in comprehensive work on property acquisitions, land management, eminent domain/condemnations, Uniform Act, leasing & property management, and/or appraisals, two (2) years of which were in a supervisory or managerial capacity.
