Chief Information Officer - Electric Utility

Purpose:
 
Under general direction, executes responsibilities of the Electric Utility Chief Information Officer (CIO) responsible to provide vision and leadership for developing and implementing information technology initiatives that align with the mission of Austin Energy (AE). This position directs the planning and implementation of enterprise IT systems in support of AE electric utility operations in order to improve cost effectiveness, service quality, and mission development.  This individual is responsible for all aspects of the AE information technology and systems.  The Electric Utility CIO will ensure reliable, cost-effective and sustainable management of the application portfolio and/or technology and communication infrastructure in collaboration with the Executives and Management of Austin Energy.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Participates in strategic and governance processes of AE as a member of the senior management team to help develop and maintain long term IT Enterprise architecture.  Responsible for comprehensive implementation of information technology strategies and life cycle management, providing leadership and guidance to ensure programs meet the business needs of the department through long and short term plans. 
  2. Direct Information Technology activities in the following areas: network security and architecture, cyber risk management, system applications development and support, customer service and help desk, telecommunication or network operations. 
  3. Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations.  Subsequently, responsible for working collaboratively with business units to crystalize these complex issues and provide alternative practical actions that lead to effective solutions.  Additionally, the Electric Utility CIO will manage process improvements, re-evaluate existing systems, sunset systems and make recommendations.   
  4. Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.  Establish lines of control for current and proposed information systems.  Supervise recruitment, development, retention, and organization of all IT staff in accordance with corporate budgetary objectives and personnel policies.
  5. Accountable for developing and overseeing enterprise wide IT purchases and establishing support and technical standards that enhance decisions and help manage the outcomes of IT programs. 
  6. Understands information technology life cycles and develops management plan for applications and hardware, including budget and resource allocation to support enterprise business needs. 
  7. Represent Austin Energy’s interest at City Council, Commission, operational governing boards or other meetings as requested.

  • Knowledge of budgeting methods, resource allocation, systems and reporting methods

  • Skill in conflict resolution, negotiations and problem solving
  • Skill in collecting, analyzing and interpreting distilling large amounts of information and presenting data to executives or senior leaders
  • Ability to effectively plan for and use of technical and staff resources
  • Ability to prioritize, meet deadlines and objectives

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to information/computer science, business, engineering or related field plus five (5) years’ experience in information technology consulting or related field including two (2) years management experience. 
  • A Master’s degree in a related field may substitute for two (2) years of the required work experience.

Licenses and Certifications Required:
 
  • Valid Texas Class “C” Driver’s License
