Purpose: | |||
Under general direction, responsible for the design and deployment of departmental organizational development and training program strategies and initiatives that improve the overall effectiveness of its employees. The assignment of this classification is one per department. |

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. • Knowledge of organizational development and training processes.
• Knowledge of applicable Federal, State and Local laws.
• Knowledge of city practice, policy and procedures.
• Knowledge of supervisory and managerial techniques and principles.
• Knowledge of fiscal planning and budget preparation.
• Knowledge of group dynamics.
• Knowledge of program planning and administration.
• Knowledge of public administration, adult learning principles, and instructional systems design.
• Skill in leading change initiatives.
• Skill in oral and written communication.
• Skill in handling multiple tasks and prioritizing.
• Skill in data analysis and problem solving.
• Skill in planning and organizing.
• Ability to establish and maintain good communication with other city employees and the public.
• Ability to work with frequent interruptions and changes in priorities.
