Under limited direction, this position oversees, directs, and plans work activities of multiple operational functions. This position provides strategic planning, direction, and integration of assigned areas. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Directs, plans, and coordinates activities through subordinate managers in airfield, landside, terminal and emergency operations for the airport; and determines short- and long-range goals and objectives.
- Directs the analysis of operations to develop plans for operational enhancements.
- Coordinates the response to emergencies and implements emergency plans.
- Implements programs and assists management with developing strategic initiatives to accomplish Airport goals.
- Liaises with an array of city departments, consultants, contractors, business managers, and governmental agencies.
- Participates in planning for increased aircraft and passenger volume and facility expansion.
- Prioritizes and allocates resources to achieve strategies.
- Coordinates with airline representatives and airport tenants on operational and safety matters.
- Assists in preparing, justifying, and administering the operational division's budget; monitors budget performance against projected performance to ensure that budget objectives are met; and initiates or recommends corrective action on budget variances.
- Makes recommendations associated with purchasing and expenditures for departmental programs.
- Represents the department in boards and commissions.
- Recommends additions and changes in ordinances, regulations, and policies governing the use of the Airport including the protection of public safety and operations of the Airport.
- Ensures compliance with Federal, State, and Local regulations regarding airport operations.
- Performs functional duties such as exhibiting exceptional customer service; establishing and maintaining working relationships; utilizing analytical and problem-solving techniques and skills; performing administrative tasks, such as analyzing and preparing reports and recommendations on complex operations problems; and communicating both verbally and in writing, researching data/information, etc.

- Knowledge of principles and practices of management necessary to plan, organize, implement, analyze, and evaluate the activities of an international airport.
- Knowledge of principles of personnel administration and management development including selection, training, and supervision of management staff.
- Knowledge of methods and techniques involved in conducting analytical studies of administrative and management practices, methods, and procedures.
- Knowledge of legislative processes of the County, State, and Federal governments.
- Knowledge of Federal, State, and Local laws, codes, and regulations, including those governing airport operations, air transportation, airport security and safety, and air carrier operations,
- including the Federal Aviation Administration and Transportation Security Administration.
- Knowledge of principles and practices of airport and land use planning, construction, and government planning in urban and metropolitan areas.
- Knowledge of procedures and processes of public sector budget preparation and maintenance.
- Knowledge of principles of airport operations commonly used at both air carrier and general aviation airports.
- Knowledge of fiscal planning and budget preparation.
- Knowledge of City practices, policies, and procedures.
- Knowledge of supervisory and managerial techniques and principles.

Minimum Qualifications: |
|
- Graduation with a Bachelor's degree from an accredited college or university in Aviation Management, Transportation, Business or Public Administration, Planning, or related field, plus six (6) years of experience in Airport Management at a commercial service airport involving airport operations, safety, and security, including two (2) years of experience in a leadership/supervisory capacity.
- Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
