Purpose: |

Under limited direction, this position provides and assures accountable HR services through consultation and oversight throughout the organization. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Oversees the administration, implementation, analysis, completion, and quality checks of HR services and programs.
- Develops and implements quality assurance strategies and plans to support and integrate with City of Austin business and strategic plans.
- Ensures that policies, procedures, and standards are consistently followed in departments through monitoring, compliance reviews, and similar quality assurance activities.
- Develops, coordinates, and establishes standards, policies, and procedures, ensuring program efforts, policies, and programs are in alignment with goals and objectives of the departments and the City.
- Leads quality improvement teams to evaluate and make improvements to HR processes across the organization, assigning projects, setting schedules, and monitoring task completion for timeliness, accuracy, and effectiveness.
- Responds to employee, supervisor, and manager requests for assistance, guidance, and advice in interpretation of City rules, standards, policies, and practices.
- Identifies, collects, analyzes, and summarizes performance measurement data, identifies opportunities for improvement, and presents findings.
- Investigates allegations of violations or breaches of policy, practices, standards, or laws and communicates recommendations for the improvement and awareness of quality issues across all City HR offices.
- Identifies education and training needs for HR professionals across the organization and assists in the development and delivery of curriculum.
- Participates in Citywide initiatives with an HR focus to ensure that standards are consistently applied.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Business, or in a field related to the job, plus five (5) years of human resources experience, at least one (1) of which was in a lead/supervisory capacity.
- Graduation with a Master’s degree from an accredited college or university may substitute for two (2) years of the required experience.
