Human Resources Quality Assurance Coordinator

Purpose:
 

Under limited direction, this position provides and assures accountable HR services through consultation and oversight throughout the organization.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees the administration, implementation, analysis, completion, and quality checks of HR services and programs.
  2. Develops and implements quality assurance strategies and plans to support and integrate with City of Austin business and strategic plans.
  3. Ensures that policies, procedures, and standards are consistently followed in departments through monitoring, compliance reviews, and similar quality assurance activities.
  4. Develops, coordinates, and establishes standards, policies, and procedures, ensuring program efforts, policies, and programs are in alignment with goals and objectives of the departments and the City.
  5. Leads quality improvement teams to evaluate and make improvements to HR processes across the organization, assigning projects, setting schedules, and monitoring task completion for timeliness, accuracy, and effectiveness.
  6. Responds to employee, supervisor, and manager requests for assistance, guidance, and advice in interpretation of City rules, standards, policies, and practices.
  7. Identifies, collects, analyzes, and summarizes performance measurement data, identifies opportunities for improvement, and presents findings.
  8. Investigates allegations of violations or breaches of policy, practices, standards, or laws and communicates recommendations for the improvement and awareness of quality issues across all City HR offices.
  9. Identifies education and training needs for HR professionals across the organization and assists in the development and delivery of curriculum.
  10. Participates in Citywide initiatives with an HR focus to ensure that standards are consistently applied.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of a broad range of HR functional disciplines.
  • Knowledge of quality assurance and quality improvement methodologies.
  • Knowledge of Federal, State, and Local laws and ordinances governing HR and employment practices.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of statistics, data collection, analysis, and data presentation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organization.
  • Skill in analyzing HR business needs.
  • Ability to lead organizational-wide change initiatives.
  • Ability to train others.
  • Ability to develop policies and procedures for a large, complex organization.
  • Ability to provide leadership, with and without authority, within HRD and throughout City departments.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Business, or in a field related to the job, plus five (5) years of human resources experience, at least one (1) of which was in a lead/supervisory capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for two (2) years of the required experience.
