Purpose: |
|
This position performs oversight tasks required to ensure that all parties involved in the City of Austin's purchasing/contracting activities comply with the Minority and Women Owned Business Enterprise (MBE/WBE) Procurement Program Ordinance. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Working with City staff, prime contractor/vendors, MBE/WBE firms, and other entities to increase MBE/WBE participation in City procurements or contractual obligations.
- Identifies and formulating solutions to barriers faced by MBE/WBE firms in conducting business with the city.
- Responds to requests for information on the City MBE/WBE Procurement Program, and compliance documents, City business opportunities, or assistance available for small business.
- Works with City staff, prime contractor/vendors, and subcontractors to identify and resolve problems related to MBE/WBE participation.
- Identifies, developing, or managing programs that provide educational opportunities to small business, or outreach or promotional activities within a minority community.
- Determines an MBW/WBE applicant's eligibility to participate in the program by reviewing relevant business records, conducting site audits, or conducting other relevant research into the state of the applicant firm.
- Recommends approval/denial of application for MBW/WBE program decisions.
- Develops policies and procedures for MBE/WBE certification.
- Reviews work of Business Development Counselor I’s and II’s.

- Responsible for specific projects or ongoing function as an internal team leader, single point of contact, or department liaison to other City departments

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of MBE/WBE, or other similar, certification programs.
- Knowledge of and experience with purchasing policies and contract programs.
- Knowledge of Federal, State and Local laws.
- Knowledge of city practice, policy and procedures.
- Skill in oral and written communications.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software applications.
- Skill in planning and organizing.
- Ability to exercise good judgment, tact and diplomacy in all public dealings.
- Ability to resolve contractual or purchasing issues.
- Skill in leading teams.
- Ability to work with frequent interruptions and changes in priorities.
- Ability to establish and maintain good working relationships with other City employees and the public

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with coursework in a field related to Business Administration, Economics, Accounting, Finance, Engineering, Architecture and four years’ experience in a minority and women owned business orientated procurement, contract administration, and certification program and two (2) years lead or supervision experience.
- Master’s degree may substitute for related experience up to a maximum of two (2) years.
- Experience may substitute for the education up to a maximum of four (4) years
