Purpose:
 

 Under general direction from the Chief Information Officer, is accountable for the day to day operations for the Communications and Technology Management Department (CTM).   Directs the work of CTM functional areas including applications development, IT project office, quality assurance, GIS, CTECC, public safety support, wireless operations and infrastructure services. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Effective delivery of  technology services including local/wide area networks, desktop support, voice operations, wireless communications, the regional radio system, systems security, video and data transmissions, geographic information systems, applications development, the Combined Transportation, Emergency, and Communications Center, public safety support, quality assurance, and the IT project office.
  2. Direct and evaluate the managerial and professional staff engaged in carrying out the work of the department.
  3. Aligns operational planning, policies, and procedures with the strategic direction of the Office of the CIO.  
  4. Develops, maintains and ensures effective partnering with local and regional public safety and transportation agencies to provide and maintain effective communication systems.
  5. Directs, maintains and ensures 24/7 monitoring, management and support of the public safety and other critical technology and communications systems including networks, data center, applications and wireless communications.
  6. Directs programs to monitor, evaluate and improve the efficiency and effectiveness of service delivery methods and procedures for customer service.
  7. Represents Communications and Technology Management during emergency operations center activations as needed.
  8. At the discretion of the CIO, Attends City Council meetings; explains, justifies and defends department programs, policies and activities; and negotiates and resolves sensitive, significant and controversial issues.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and termination
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge and expertise in the areas of information technology, communications technology, general business practices and project management.
  • Knowledge of inter-local agreements and practices.
  • Knowledge of inter-local agency governmental budgetary practices.
  • Knowledge of public administration principles, including the basic principles of organization, management and budget preparation.
  • Knowledge of inter-local agency government purchasing laws and practices.
  • Knowledge of Texas Open Meetings Act, Government Code, Chapter 551
  • Knowledge of Dispute Resolution.
  • Knowledge of basic laws, ordinances and regulations underlying a public sector organization and applicable county, state and federal legislation affecting public safety and public service agencies.
  • Knowledge, skill and ability of current best practices of leadership and management
  • Ability to establish and maintain effective working relationships with City staff, executive management, peers, state and county officials, outside agencies and partners, vendors, community groups, general public and media representatives.
  • Ability to work with and coordinate between multiple agency and different governmental structures to meet inter-local agreement goals and objectives.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to develop, implement, and administer goals, objectives and procedures for providing effective and efficient services for the City of Austin.
Minimum Qualifications:
 
  • Bachelor's Degree in a related field and four (4) years’ experience managing complex Information Technology and public safety/public service organization units of which three (3) years include managerial experience OR eight (8) years of senior IT operational management experience.
Licenses and Certifications Required:
 
  • Valid Class "C" Driver's license.
