Ambulance Billing and Coding Supervisor

Purpose:
 

Under general direction, this position supervises the daily billing and collection functions of Austin-Travis County EMS including performing tasks related to the complete medical claim and billing revenue cycle for Austin-Travis County EMS.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Coordinates and ensures adherence to quality standards, deadlines, and proper procedures of work performed by billing and coding employees.
  2. Fosters a sense of teamwork and motivates team to perform assigned functions and achieve objectives.
  3. Manages billing office processes and ensures timely submission, adjudication, follow-up, and posting of insurance claims (Medicare, Medicaid, private insurance) and the issuance of bills to patients or guarantors.
  4. Develops and implements procedures to increase unit efficiency and ensure collection of accounts receivable.
  5. Communicates verbally and in writing with patients and insurance companies to collect monies for services provided.
  6. Prepares periodic accounts receivable reports, financial summaries, performance measure data, and reports for management.
  7. Maintains a working knowledge of the department’s billing system software applications, including all reporting, billing, and administrative functions.
  8. Receives and resolves escalated customer service calls from the public, third-party payers, and insurance carriers.
  9. Creates and maintains billing policies and procedures by partnering with the Revenue Cycle Manager.
  10. Provides account oversight as required for each payer type; and completes Medicare, Medicaid, and insurance reviews.
  11. Identifies billing trends and makes necessary system changes.
  12. Develops, maintains, and facilitates training on any necessary regulatory changes affecting the department’s billing functions. Identifies training needs of staff and assigns staff to participate in relevant training.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Medicare and Medicaid regulations as they pertain to ambulance billing.
  • Knowledge of and complete and thorough understanding of HIPAA.
  • Knowledge of health care financial management systems and processes.
  • Knowledge of medical, insurance, and healthcare terminology, industry regulations, and requirements.
  • Knowledge of the International Certification of Disease codes for medical impressions and ambulance transportation codes.
  • Knowledge of complicated multi-system medical terminology and general anatomy.
  • Knowledge of coding audits and Federal, State, and Local rules and regulations regarding medical claims.
  • Knowledge of supervisory and managerial techniques and processes.
  • Knowledge of City practices, policies, and procedures.
  • Skill in using computers, related software, and multiple phone line systems.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict and uncertain situations.
  • Skill in data analysis and problem solving.
  • Ability to demonstrate professionalism and to work well with all levels of the department.

Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in a related field, plus three (3) years of professional and administrative medical billing experience, including one (1) year of experience which was in a lead or supervisor capacity.
  • Experience may substitute for education up to a maxim um of four (4) years.
Licenses and Certifications Required:
 

Certified Ambulance Coder within one (1) year of placement into position. Must maintain required certifications during employment.
