Austin Energy Operations & Maintenance Supervisor

Purpose:
 

Under general direction, supervises personnel in the installation, operation, and maintenance of utility facility, power, steam, or chiller operations.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides oversight for utility staff, contractors, and vendors performing work on-site.
  2. Provides leadership in major repairs, construction and improvement projects.
  3. Coordinates utility facility, power, steam, or chiller operations and maintenance activities to minimize impact on others. Attends meetings as section representative.
  4. Oversees site safety program and investigates work-related incidents.
  5. Provides technical advice and assistance to field personnel, contractors, etc.
  6. Monitors operation and/or maintenance of utility systems, such as electrical, HVAC, protection, and mechanical, etc.
  7. Troubleshoots equipment abnormalities and recommends and implements related repairs or modifications as well as training to improve skills and knowledge.
  8. Provides outage and clearance technical expertise to minimize outage times and maximize operational reliability.
  9. Corresponds with customers and evaluates and monitors interdepartmental accountability and productivity to meet needs of customers.
  10. Analyzes, identifies, and provides leadership in resolving technical and operational problems.
  11. Develops and revises facility, power, steam, or chiller operating and maintenance procedures.
  12. Approves, orders, and issues supplies, parts, etc. Evaluates bids and proposals for services/equipment.
  13. Plans and schedules operations and maintenance of site equipment, assigns and updates work orders, preventative maintenance, and purchase requisitions. Identifies potential environmental and procedural noncompliance issues.
  14. Coordinates activities with other divisions, emergency response agencies, and other external agencies under emergency situations such as flood, fire, security breech, etc.
  15. Interprets, explains, and enforces City policies and procedures, building codes, specifications, ordinances, etc.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the equipment, methods, and materials used in repairing and maintaining a combined heat and power or district cooling plant equipment and facilities.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed in or near energized electrical systems.
  • Knowledge of boiler, turbine, and generator and industrial chiller controls in a combined heat and power or district cooling plant environment.
  • Knowledge of electric and electronic schematics/systems.
  • Skill in effective planning and prioritizing of complex construction, maintenance, and repair operations.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skill in operating precision measurement and calibration equipment.
  • Skill in preparing clear and concise written reports.
  • Skill in working from drawings, blueprints, plans, and specifications.
  • Skill in the methods of troubleshooting complete control systems down to malfunctioning components.
  • Skill in directing the work of technicians in maintenance and repair of combined heat and power or district cooling plant equipment/systems.
  • Ability to exercise balanced judgment in evaluation situations and making decisions.
  • Ability to meet and maintain driver eligibility standards in the COA Driver Safety Program.
  • Ability to drive, inspect, and maintain various electric utility vehicles.
Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus five (5) years of experience in installation, operation and/or maintenance in a utility facility, power, steam, or chiller operation, including two (2) years of which were in a lead or supervisory capacity.

Licenses and Certifications Required:
 
  • Valid Texas class C driver license or ability to obtain within ninety (90) days of employment.
  • Ability to produce and maintain an acceptable driving record.
Physical Requirements:
 
  • Moderate bending, lifting, walking, carrying, climbing ladders, and using a force equal to lifting up to fifty pounds.
  • Must be able to work a varying shift work schedule.
  • Must be able to work in confined areas.
  • Must be able to work on elevated structures.
  • Must be able to work under emergency and all weather conditions.
