Purpose:
 

Under general direction of the Chief Information Officer (CIO) and the Communications and Technology Management (CTM) Deputy Director, this position is responsible for managing daily operations. This position manages complex projects, processes, and issues crossing organizational lines and engaging multiple resources and stakeholders.  

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs the activities of primary functional area(s) to include local/wide area networks, desktop support, applications, project management, voice operations, wireless communications, the regional radio system, systems security, and video and data transmissions.
  2. Collaborates with department executives, key managers, and stakeholders to collect relevant data and resources to obtain insight and perspectives related to critical decisions.
  3. Administers the initiation, maintenance, revision, or curtailment of broad departmental policies and procedures through collaboration with the CIO, Deputy Director, Deputy Chief Information Officers (DCIO), and Chief Information Security Officer (CISO).
  4. Develops short- and long-range strategic plans to meet the business needs of the departmental goals to supplement the CIO and Deputy Director in their roles. Monitors the implementation of major administrative projects critical to the CIO’s strategy for organizational effectiveness and improvement.
  5. Develops, maintains, and ensures effective partnering with appropriate stakeholders to provide and maintain effective systems.
  6. Directs, maintains, and ensures 24/7 monitoring, management, and support of assigned systems and other critical technology and communications systems including networks, data center, applications, and wireless communications.
  7. Provides administrative oversight of departmental plans, practices, and procedures; document control; and coordination with the City’s Intergovernmental Relations Office, Human Resources department, and workforce management and development efforts.
  8. Plans, organizes, and directs operations and staff within the Office of the Chief Information Officer (OCIO) including development and administration of the OCIO.
  9. Represents CTM during emergency operations center activations as needed.
  10. Attends City Council meetings, at the discretion of the CIO, to explain, justify, and defend department programs, policies, and activities. Negotiates and resolves sensitive, significant, and complex issues.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of pertinent Federal, State, and Local laws, codes, and regulations.
  • Knowledge in the areas of information technology, communications technology, general business practices, and project management.
  • Knowledge of the FBI Criminal Justice Information Services (CJIS) division.
  • Knowledge of inter-local agreements and practices.
  • Knowledge of emergency operations, disaster relief, and public safety-related incidents.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of the principals and practices of public administration.
  • Knowledge of administrative principles and practices including program management.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to understand departmental operations, services, and activities.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work including City, State, and Federal officials and the general public.
  • Ability to communicate effectively verbally and in writing.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Public Administrationa Technology, Public Safety or in a field related to the job, plus six (6) years of experience in a related field, including two (2) years of experience which were in a supervisory or management capacity.
  • Graduation with a Master’s degree from an accredited college or university in a related field may substitute for up to two (2) years of experience.
