Assistant Director, Transporation Smart Mobility

Purpose:
 

Under nominal direction of the  Director of Transportation, the Assistant Director for Smart Mobility will assist in the strategic planning and implementation of Smart Mobility Solutions (including the advancement of Autonomous Vehicles (AV) and similar technologies; facilitation of Electric Vehicle (EV) and similar mobility technologies; implementation of shared mobility strategies; management of the Austin Transportation Department’s Parking Enterprise operation; and operation and management of the City of Austin Vehicle for Hire program.  The Assistant Director will act as the City’s technology lead for Smart Mobility, helping to coordinate with both private and public regional, state, and national organizations seeking common outcomes.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Monitor and manage the development and introduction of Smart Mobility technologies into the transportation system to support the population and employment projections for the City. Smart Mobility technologies might include a range of emerging technologies, including infrastructure, vehicle, or digital based technologies.
  2. Oversee the department’s Parking Enterprise and Vehicles for Hire programs in support of the City’s short and long-range transportation and mobility needs including responsibility to generate fees in support of the Department’s traffic management responsibility.
  3. Coordinate the development of a safe and efficient transportation infrastructure including representing the City’s interest in regional transportation initiatives related to Smart Mobility.
  4. Ensure that the department will investigate, analyze, recommend, design, implement, and incorporate Smart Mobility technology into our multi-modal transportation portfolio, allowing the City to better respond to mobility, safety, and asset management concerns.
  5. Direct the department in developing, updating, and enforcing regulatory requirements for governmental agencies and the community related to new mobility technologies to ensure safe and consistently high-quality public mobility infrastructure.
  6. Develop, implement, and evaluate special operating and capital projects, programs, and studies related to Smart Mobility.
  7. Receive requests and complaints from citizens, investigate and resolve operational interests, and respond to council, boards and commissions, and neighborhood concerns.
  8. Create, develop, and implement division-wide budget to include forecasting, planning, and monitoring on behalf of the City.
  9. Supports a safety-first culture to safeguard the safety of employees and our customers.
  10. Investigate, evaluate, pursue Smart Mobility technologies, including AV/EV and Shared Vehicles, and Smart City inspired technologies that can be employed to address identified City Council priorities and needs of our community. Support the mission of the Austin Transportation Department in creating a compact and connected, safe, healthy, and affordable place for our citizens to work, play or visit. 
  11. Coordinate with other departments such as Austin Energy, the Office of Sustainability, Office of Innovation, Equity Office, Planning Department, Austin Police Department, and others to augment common mission objectives related to Smart Mobility technologies.
  12. Serve as the City of Austin technical expert in the piloting, deployment, and testing of new technologies, including both Dedicated Short Range Communications (DSRC) and 5G communication technologies that may be required to deploy Connected Vehicle Technologies and their related systems.
  13. Initiate, develop, and manage Connected and Autonomous Technologies as part of a coordinated program with the needs of the City of Austin, provide subject matter expertise and support in attracting and piloting new technologies within an urban environment.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of principles, practices, and methods used in the Smart Mobility industry, including the deployment of Automated and Electric and Shared Vehicles (AV/EV-Shared) as well as infrastructure based intelligent transportation traffic management systems (ITS) and data collection technologies.
  • Knowledge and proven skill in collecting, using and analyzing data to make technology decisions.  Familiar with standards and procedures expected of professional analysis.
  • Knowledge of the use of smart phone and digital based technologies to enhance the Internet of Things (IOT)
  • Knowledge in parking management principals and ability to implement projects employing state-of-the- art technologies, practices, and parking operations concepts.
  • Knowledge of best practices in street design and transportation demand management.
  • Knowledge in the use of technologies in the development and implementation of transportation management plans and roadway improvements to address congestion and enhance safety.
  • Skill in planning, organizing, and supervising the work of subordinate staff.
  • Skill in coordinating large, complex activities.
  • Skill in communicating effectively both verbally and in writing.
  • Skill in establishing and maintaining excellent working relationships with supervising personnel, co-workers, subordinates, and representatives from all levels of government, civic organizations, business professionals, and the general public.
  • Skill in structuring a complex organization to meet changing challenges.
  • Skill in coordinating the department’s objectives with those of the City Council and the community through presentations, professional communications, etc.
  • Ability to establish and solidify relationships with state and federal agencies, universities, other research organizations, professional organizations, private industry involved in transportation technology innovation, and with the Texas Smart City Consortium.
  • Ability to lead the planning, scoping, and implementation of projects or research efforts in partnership with regional, state, and federal agencies, universities, and private sector technology companies.
  •  Ability to write funding proposals and manage projects and associated funds.
  • Ability to develop and manage contracts for consultant support and other assigned resources that support this position.
  • Ability to coordinate with private sector leaders within the Smart Mobility industry and familiarity in working through public-private partnerships to attract private sector investment in Austin.
  •  Ability to participate in public meetings, make presentations, and able to communicate effectively with the press as the spokesperson for Smart Mobility at the City of Austin.
  • Ability to assimilate and act timely on conflicting, incomplete, and disparate information to meet overall objectives.
  • Ability to strategize and implement the department’s objectives.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with a bachelor's degree in transportation, planning, computer science, electronic/ electrical engineering or other field of study related to the job, plus five (5) years of professional experience in the occupational field or specialized subject area related to Smart Mobility technologies, data analysis or communication technologies.
  • A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for one year of general experience.
Licenses and Certifications Required:
 
  • Must possess at least one of the following: Professional license or certification (e.g., PE, AICP, or similar)
  • Published work in a recognized professional publication on relevant Smart Technology
  • Management or significant technical position on a Smart Technology deployment project 
  • Other related industry or technology achievements or certifications.
