SMBR Compliance Officer

Purpose:
 

Performs work under minimal supervision. This position reports directly to the Assistant Director and is responsible for managing the Minority, Women and Disadvantaged Business Enterprise (MBE, WBE, DBE) Procurement program and/or other divisions/sections of the department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Collaborates with various department executives, key managers, and stakeholders to collect relevant data and resources related to procurements and program management.
  2. Performs advisory and technical support services to City executives, council members, department customers, current and prospective contractors and members of the public on various procurement activities as it relates to the MBE/WBE/DBE Procurement program.
  3. Oversees multiple department customers managed by subordinate staff as well as directly manages department customers as assigned; develops and maintains business, operational and contractual dependencies of assigned departments; maintains effective working relationships with management, staff and key stakeholders of assigned departments.
  4. Performs program management for one or more programs as assigned; develops and maintains policy and procedural knowledge in assigned programs; develops program goals and objectives and strategies; monitors and reports on program performance.
  5. Evaluates, develops, and revises division policies, procedures, and protocol to meet business needs and ensure operational effectiveness and performance.
  6. Investigates and responds to Citizen inquiries and complaints, code violations, council members, and/or other City departments.
  7. Controls, audits, and revises division performance standards, measurements, and quality assurance activities.
  8. Monitors and ensures compliance with Federal, State, and City codes, ordinances and regulations related to division activities.
  9. Monitors contracts and contractors to ensure compliance with contractual obligations.
  10. Attend City Council, board meetings, etc. as City staff representative.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge and skills in implementing an MBE/WBE/DBE Procurement Program.
  • Knowledge of MBE/WBE certification program.
  • Knowledge of MBE/WBE Compliance program.
  • Knowledge of Federal, State, and Local laws.
  • Knowledge of City practice, policy, and procedures.
  • Knowledge of supervisory and managerial techniques and methods.
  • Knowledge of municipal government operations and applicable regulations.
  • Knowledge of contract law, terms, and conditions.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Skill in providing internal consulting services.
  • Skill in providing relationship management to assigned customer departments.
  • Skill in developing and leading cross-functional teams.
  • Skill in effective oral and written communication.
  • Skill in exercising good judgment, tact, and diplomacy in all public dealings.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to resolve contractual or purchasing issues.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited four-year college or university with major coursework in Business, Government, Public Administration, Economics, or related field, plus six (6) years of experience in a related field including at least two (2) years in a supervisory capacity.
  • A Master's degree may substitute for required experience up to two (2) years.
