Occupational Environmental Health & Safety Manager

Purpose:
 

Perform work under minimal supervision and provide leadership and advanced technical expertise for multiple safety program elements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages aspects of safety and industrial hygiene program in organization to recognize, eliminate, and control occupational health hazards and diseases.
  2. Assesses work place for health hazards by observing work conditions, assessing records, conducting interviews, sampling, and monitoring chemical or physical agents.
  3. Consults with various management, environmental engineers, employee representatives, and other agencies regarding safety and industrial hygiene problems and to institute control and remedial measures for hazardous and potentially hazardous conditions and equipment.
  4. Participates in educational meetings to instruct employees in matters pertaining to organizational health and prevention of accidents.
  5. Determines appropriate monitoring and sampling strategies, if indicated, and conducts these activities, as necessary.
  6. Review, coordinate and/or perform, as necessary, environmental assessments on proposed capital projects, systems, or organizational design changes.
  7. Coordinates inspections, investigations, and organizational safety activities with department(s).
  8. Prepares accurate and complete technical reports of findings and provides recommendations on how to correct hazardous conditions.
  9. Perform project planning, prioritization, and tracking of technical resources.
  10. Develops safety standards in compliance with industry standards, Federal, State, and Local regulations.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws and ordinances governing Occupational Safety.
  • Knowledge of City practice, policy, and procedures.
  • Knowledge of methods, procedures, and techniques used in collecting and testing samples such as dusts, mists, fumes, vapors, noise, non-ionizing radiation, cold, and heat stress and biological agents.
  • Knowledge of toxicological effects of occupational hazards.
  • Skill in analyzing and evaluating a wide variety of technical data, test results, reports, and plans.
  • Knowledge of safety policies and procedures.
  • Skill in the operation and maintenance of a variety of monitoring and testing equipment.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in both verbal and written communication.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to present oral presentations and train others.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited four-year college or university with major coursework in Industrial Hygiene, Safety, any physical or life sciences or related field, plus six (6) years of related experience including at least two (2) years in a lead/supervisory capacity.
  • A Master's degree in Industrial Hygiene, Safety or a related field may substitute for up to two (2) years of experience.
Licenses and Certifications Required:
 

Valid Texas Driver's License
