Capital Projects Systems Officer

Purpose:
 

Under direction of the Assistant City Manager for Infrastructure Services, this position directs, plans, and provides leadership for the operations of the Capital Projects Systems Office; coordinates capital improvement projects on behalf of sponsor departments and outside agencies, and project delivery and management teams; and develops project standards and controls of work performed via the City’s capital improvement program encompassing engineering, project strategy, estimating, schedule, risk, contracts analysis, financial and budget analysis, and performance measurement.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, maintains, and ensures compliance with the use of organizational tools, methodologies, processes, standards of work, controls, and other established rules for work performed via the City’s capital improvement program.
  2. Manages the Project Management Information System.
  3. Develops and maintains business intelligence tools, databases, dashboards, systems, or methods.
  4. Coordinates procurement, development, implementation, and maintenance of enterprise systems of record, including financial, project management, asset management, etc.
  5. Facilitates, directs, plans, and coordinates City and partner agency staff; assigns projects and programmatic areas of responsibility as required; and meets with key staff to identify and resolve problems.
  6. Directs the work of a wide range of consultants involved in various public and private development activities related to the City’s capital improvement program, providing expertise and tools, to ensure that the city’s objectives are achieved from an economic and scheduling perspective.
  7. Directs and manages the development and implementation of project/program goals, objectives, policies, and priorities for the City in coordination with the responsible City departments or partner agencies.
  8. Develops and implements integrated Capital Improvement Plan (CIP) planning processes to assure the approved CIP plan supports the City’s planning and economic development policies.
  9. Ensures effective coordination and communication with other City departments, neighborhood associations, the general public, media, consultants, public agencies, or private sector representatives.
  10. Plans, reviews, and conducts special studies in such areas as organizational mission changes, information flow, work production methods, operating procedures, or cost analysis to determine the most effective method of implementing capital projects and to implement such changes.
  11. Consults with City management to ensure that capital projects are planned and implemented in accordance with CIP planning guidelines and procedures.
  12. Testifies regarding the CIP and City bond elections before examining and fund-granting authorities to clarify reports and gain support for capital needs.
  13. Acts as official departmental representative to other City departments, City Manager’s Office, elected officials, outside agencies, the general public, and others; explains, justifies, and defends department programs, procedures, and activities; and negotiates and resolves sensitive, significant, and controversial issues. Briefs and advises City management and the Mayor and Council regarding program administration in person and through written reports.

  • Ability to communicate complex, technical issues in non-technical terms to the general public.
  • Ability to maintain effective communication and working relationships with Boards and Commissions, City employees, and the public.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering or a related engineering concentration, plus seven (7) years of related experience, including five (5) years of experience in a managerial capacity.

Licenses and Certifications Required:
 
  • Licensed Professional Engineer (PE) in the State of Texas.
  • Certified Project Management Professional.
