Airport Planner

Purpose:
 

Under minimal direction, manage planning activities, both long- and short-range, regarding airport facilities land use, regional surface transportation planning for airports, and infrastructure.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops and administers the Airport Master Plan to include collaborating with management with system planning and capacity enhancement programs for sustaining and improving the airport's infrastructure and facilities; analyzes regulatory and social/political constraints in airport development; reviews and comments on proposed legislation affecting airports; and assists with community presentations.
  2. Collaborates with department-wide teams on capital improvements and facilities development; oversees consultant contracts involved in airport and transportation planning, design, and construction projects; provides leadership, collaboration efforts, or assistance in land use, environmental, and transportation studies and projects.
  3. Administers planning policies and regulations; interprets and implements Federal, State and Regional laws and regulations; interprets and integrates planning requirements into policy direction, plans, and management of department programs; determines the application of National Environmental Protection Act (NEPA) and other Federal, State, and Local laws, regulations, and codes.
  4. Conducts airside planning studies and analysis including gate layout/optimization, hold room analysis, Federal Aviation Administration (FAA) design standard review, and airspace evaluations; researches current airline trends, scheduling, and fleet mix to identify potential impact to Austin Bergstrom International Airport (ABIA) operational efficiency.
  5. Researches planning policy issues and conditions; establishes methodologies for the research; coordinates the collection of information regarding study needs from other City departments and outside agencies; designs, conducts, and analyzes surveys, inventories, and evaluations to include data collection, interpretation, analysis, and evaluation of consequences of different courses of actions; and conducts special studies on sensitive planning issues.
  6. Monitors grant and funding opportunities; prepares Federal and State grant funding proposals and applications for airport plan, system planning, regional access projects, and construction projects; administers grants; prepares project status reports on grant-funded projects; writes contracts and interagency agreements; and negotiates funding.
  7. Provides information and assistance to the public on procedures and related land use, routine to difficult planning, FAA Part 77, and capital related projects; facilitates community and public involvement meetings; prepares and presents reports to department staff and management; coordinates and reviews projects with in-house departments and outside agencies.
  8. Coordinates department planning activities; trains and mentors professional and technical staff; edits written work of staff for accuracy and readability of content; monitors turnaround time for completion of assignments; evaluate and recommends modification of procedures to improve planning results; keep statistics of planning team's work.
  9. Serves as a program leader in a functional planning area; assigns and supervises a variety of functions to achieve the objectives of the section, unit, or project.
  10. Prepares and maintains FAA 7640 applications and database; maintains and updates the Airport layout plan and ensure that Geographic Information System (GIS) data sets are current and up to date; schedules appointments, coordinates events, answers telephone, compiles reports and data, prepares tabulations, charts, and graphs, and prepares and edits correspondence.

Minimum Qualifications:
 
  • Graduation from an accredited four (4) year college or university with a Bachelor’s degree in Aviation Management, Airport Planning, or a directly related field, plus four (4) years of professional experience in airport planning/operations.
  • Experience in aviation planning or related work may substitute for the education up to the maximum of four (4) years.
