Intergovernmental Relations Coordinator Senior

Purpose:
 

Under general supervision, or working independently, is responsible for planning, managing, and overseeing the activities of the Intergovernmental Relations Office.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Serves as department representative to other City departments, City Manager’s Office, elected officials, and outside agencies.
  2. Researches and interprets legislative policies and laws affecting the services and activities of the City.
  3. Maintains an awareness of legislative activities affecting City operations. Informs the Intergovernmental Relations Officer, Deputy Intergovernmental Relations Officer, and other appropriate staff of all legislative issues affecting the City.
  4. Analyzes and interprets pending and proposed legislation, assesses its impacts on the City, and prepares recommendations to adopt effective courses of actions.
  5. Coordinates the review of all Federal and State legislative and regulatory information impacting the City with other departments and outside agencies and organizations.
  6. Under supervision of IGR Officer or Deputy IGR Officer, coordinates with the City’s contract lobbyists.
  7. Assumes responsibility for the oversight and management of all IGR employees in the absence of the IGR Officer and Deputy IGR Officer.
  8. Monitors and coordinates legislative tracking.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal and State legislative practices, procedures, and organizational structures.
  • Knowledge of legislation tracking systems.
  • Knowledge of the principles and practices of public administration and public policy issues.
  • Knowledge of pertinent Federal, State, and Local laws, rules, and policies regarding Local governmental operations.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Skill in legislative analysis and impact.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to evaluate political conditions and make appropriate recommendations.
  • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to give public presentations.
  • Ability to train others.
Minimum Qualifications:
 

Graduation with a Bachelor’s degree from an accredited college or university, plus three (3) years of related experience, including at least eight (8) months of working legislative sessions with State or Local officials.

Licenses and Certifications Required:
 

Texas Class “C” Driver’s license if required for the assignment.
