Purpose:
 

Under general direction, perform tasks in the review, analysis, preparation, presentation, management, and problem solving of cases. Implements enforcement and regulatory strategies in support of the department to ensure compliance with Federal, State, and Local regulations.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Researches and reviews case information to coordinate and facilitate administrative and judicial actions aimed at achieving compliance and resolution.
  2. Assists in implementing regulatory program policies, procedures, and systems to maintain and enhance the organization's adherence and responsiveness.
  3. Assists in implementing, maintaining, and tracking the enforcement-related components of the department's regulatory programs.
  4. Confers with property owners, property managers, occupants, architects, engineers, designers, contractors, developers, and the general public on code requirements and compliance processes.
  5. Assists in the review, development, or adoption of new/revised City/County Code regulations, Departmental and Divisional policies and procedures, contracts, and inter-local agreements.
  6. Prepares written reports, documents, memoranda, letters, compliance orders or agreements, notices of violation, citations, and warnings; and develops and updates complaint language of City/County Code violations for data entry of Court complaints.
  7. Develops written affidavits for deferred adjudication agreements/settlements, administrative compliance orders, and probable cause affidavit for alleged violations in accordance with the Austin City/County Code, with assistance from Law Department personnel.
  8. Files criminal complaints for alleged City Code violations at the City of Austin Municipal Court Magistrate Office and/or Travis County Justice of the Peace precinct courts. Coordinates and facilitates notification of staff regarding their required attendance at meetings and/or hearings for cases being prepared for or involved in judicial processes.
  9. Prepares and conducts presentations to educate and communicate project and program information to internal and external customers.
  10. Provides oversight of and quality assurance (QA) for the Public Information Request (PIR) process, serving as PIR backup when necessary.
  11. Researches laws, regulations, and policies and applies to procedures as appropriate. Researches, monitors, and reviews draft statutory bills, proposed regulatory amendments, and report findings to the Assistant Director.

  • Ability to establish and maintain effective communication and working relationships with City employees and the public.
  • Ability to perform analyses to determine compliance with or deviation from applicable codes.
  • Ability to speak publically.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to maintain records and prepare written reports.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in a related field, plus two (2) years of related experience.
  • Experience may substitute for education up to the maximum of four (4) years.
Licenses and Certifications Required:
 

Current Texas Class "C" Driver's License.
