Utility Billing Rates Analyst Senior

Purpose:
 

Under minimal direction, coordinates the development, designing, and implementation of new and existing utility Council-mandated rate and fee structures. Responsible for leading the Utility Analyst Specialists in testing and performing quality assurance for implementations.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develops, configures, and implements Council-mandated rate and fee structures enhancements and other system enhancement solutions within the City’s Customer Care & Billing System (CC&B).
  2. Develops, executes, and checks work results of team members regarding project test scripts and scenarios to ensure quality of rates configuration and other enhancement testing.
  3. Leads and provides work direction for team members to include assigning test scenarios and scripts to develop in preparation for testing phase. Leads and provides work direction to team members regarding rate designs and configuration activities.
  4. Reviews, researches, and analyzes business and system requirements to ensure feasibility and ability to implement within CC&B.
  5. Reviews new tariffs and revisions to existing tariffs for content validity for all utility services.
  6. Responds to cross-departmental inquiries regarding the design and application of rates.
  7. Works with team members on the correct application of rates and taxes.
  8. Collaborates with stakeholders from across all City departments to confirm work group needs and requests.
  9. Prepares and maintains the Rates Configuration Master Design Sheet.
  10. Develops and delivers training to the users and cross-departmental testing teams to ensure quality of rate design and configuration, and understanding of bill and customer impact of solution.
  11. Performs quality checks and solution validation.
  12. Creates and prepares statistical and analytical reports for project teams, managers, and executives.
  13. Conducts root cause analyses and recommends and implement solutions for complex projects.
  14. Develops training materials and conducts system training within CC&B for city-wide testing teams and users on updates, including rate and fee structures within CC&B.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City of Austin and Public Utility Commission policies and procedures.
  • Knowledge of City tariffs and regulations.
  • Knowledge of CC&B design configuration.
  • Knowledge of rate structure and related terminology.
  • nowledge of meter-to-cash business process.
  • Knowledge of college-level algebra.
  • Knowledge of computer billing systems, operating activities, and fiscal programs of the utility billing operations.
  • Skill in problem solving and troubleshooting.
  • Skill in learning and communicating new concepts.
  • Skill in designing spreadsheets and utilizing word processing and database software.
  • Ability to interpret City of Austin tariffs and rate schedules.
  • Ability to plan, coordinate, implement, and evaluate system changes and conversions relating to computerized utility billing applications.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field, plus five (5) years of experience in billing, consumer service for utility/construction, or related services, including at least three (3) years of experience in rate design.
  • Experience may substitute for education up to a maximum of four (4) years.
