Engineering Construction Coordinator Supervisor

Purpose:
 

Under limited supervision and the oversight of a Supervising Engineer, this position supervises teams responsible for construction inspection of a wide range of construction activities for City Capital Improvement Program (CIP) projects from pre-construction through close out. This position represents the City of Austin by observing and monitoring the work of contractors to ensure quality and compliance with approved engineering plans, contract specifications, and City engineering standards and codes.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, organizes, and directs the work of teams responsible for monitoring, inspecting and documenting construction activities by contractors and inspecting CIP projects to ensure quality and compliance with contract documents, engineered plans, technical specifications, and safety requirements. Ensures corrections are made when deficiencies are identified.
  2. Monitors and evaluates the quality, consistency, and efficiency of engineering construction inspection services, including work performed by contractors and completion of appropriate documentation of job site activities, to ensure effective construction and inspection service delivery.
  3. Reviews, validates, and approves reports documenting job progress, delays, issues, and incidents to protect the City's legal interests.
  4. Oversees the review of contract documents, submittals, and technical specifications; and participates in pre-construction meetings. Authorizes contractors to begin work on projects.
  5. Approves contractor requests for progress payments to ensure accurate payment to contractors.
  6. Verifies quality in the constructed project by ensuring material testing is completed, results are appropriately documented, and materials meet or exceed required standards. Ensures third-party inspections are performed as required.
  7. Provides oversight to team members who identify field conflicts and unforeseen conditions.
  8. Consults with project team to resolve highly complex technical issues, contractor non-compliance that results in notice of unacceptable work, orders to stop work, and/or decisions to withhold payment to ensure construction quality and compliance with contract specifications.
  9. Evaluates proposed changes to contract terms, verifies documentation and justification, and coordinates review and acceptance of contract amendments with the project team to avoid unnecessary expenditures.
  10. Reviews and approves project records to ensure closeout process is complete, that all required documents are included in the record, and approves final payment to contractor.
  11. Resolves and/or responds to escalated inquiries and/or facilitates communication with project sponsors.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development, language, terms, and conditions.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed.
  • Knowledge of horizontal and vertical construction methods, practices, and materials.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in oral and written communication.
  • Skill in directing, assigning, and prioritizing the work.
  • Skill in establishing employee relations, as well as recognizing and rewarding performance.
  • Skill in handling and prioritizing multiple tasks.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Ability to train others.
  • Ability to read and interpret plans, maps, and specifications; and to recognize deviations from plans in construction items.
Minimum Qualifications:
 
  • Graduation with a Bachelor of Science degree from an accredited college or university in Engineering, Architecture, or a construction science field, plus six (6) years of experience in construction inspection of capital improvement projects, including two (2) years of experience which were in a lead or supervisory capacity.
  • Experience related to construction inspection, engineering, or infrastructure construction may substitute for education up to four (4) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
