Airport Landside Access Manager

Purpose:
 

Performs work under minimal supervision. This position reports directly to the Chief Operating Officer within the organization and is responsible for overseeing the Airport’s Landside Programs.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides strategic direction and leadership for the Airport Landside Access Management functions and programs: Curbside Management, onsite and offsite Parking Services, Ground Transportation Services, Rental Car Services, Rideshare Services, and all landside access services.
  2. Serves as the Airport’s liaison with City, State, and Federal agencies regarding landside access to the Airport and transportation to and from the Airport.
  3. Oversees the licensing, permitting, and inspection of the Airport’s Operators.
  4. Makes recommendations to Airport senior staff in regards to mandated rules and regulations, operations, enforcement, and legislation.
  5. Provides guidance and recommendations on operational and administrative policies and procedures.
  6. Develops partnerships and positive communications between the Airport, community organizations, and business groups to promote positive public relations.
  7. Ensures compliance with Federal, State, and Local regulations regarding airport operations and security. Represents the Airport on boards, commissions, meetings, etc.
  8. Interacts with airport tenants, ground transportation and parking providers, rental car agencies, rideshare companies, and the public; ensures the delivery of essential customer service and provides problem and conflict resolution.
  9. Develops division’s budget and monitors expenditures. Conducts investigations and audits.
  10. Represents the department in the development, administration, enforcement, project management, and negotiation of leases/other contracts and use of Airport land, facilities, equipment, and services; coordinates construction activities on landside properties.

Responsible for full range of supervisory activities: selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of management principles and practices necessary to plan, organize, implement, analyze, and evaluate the activities of an international airport.
  • Knowledge of personnel administration and management development including selection, training, and supervision of management staff.
  • Knowledge of legislative processes of County, State, and Federal governments.
  • Knowledge of Federal, State, and Local laws, codes, and regulations governing airport operations, air transportation, airport security and safety, and air carrier operations, to include Federal Aviation Administration and Transportation Security Administration.
  • Knowledge of principles and practices of airport and land use planning, construction, and government planning in urban and metropolitan areas.
  • Knowledge of fiscal planning and procedures/processes of public sector budget preparation and maintenance.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of applicable processes, techniques, and methods.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in oral and written communication.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business or Public Administration, Aviation management, or a related field, plus seven (7) years of experience in airport operations or similar environment, including two (2) years of experience in a supervisory capacity.
  • One (1) year of relevant work experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver’s License.
