Purpose:
 

Under general direction, provide department-wide leadership on complex issues related to planning, development, and code interpretation.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Represents the department in a non-legal capacity on regulatory issues before City boards and commissions and City Council.
  2. Serves as a liaison to, and/or coordinates with, various boards, commissions, departments, etc.
  3. Serves, as designated by the Director, as the Accountable Official for entitlement and vested rights petition decisions.
  4. Coordinates code development, including proposals for improvements to land use and zoning regulations.
  5. Oversees administrative enforcement of land use regulations and system improvements for conditioning development projects.
  6. Develops and revises administrative guidelines related to implementing land use regulations.
  7. Provides training to department staff regarding application of and processes pertaining to code and criteria related to land use planning.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge of principles and practices of public administration.
  • Knowledge of planning and land use development processes and regulations.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and priorities.

  • Skill in using computers and related software applications.
  • Skill in drafting administrative decisions, code interpretation, and development regulations.
  • Ability to interpret, recommend and propose revisions to statutes and ordinances.
  • Ability to consistently, effectively, and tactfully communicate with people at many levels.
  • Ability to communicate complex, technical issues in non-technical terms to the general public.
  • Ability to plan strategically.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university in planning, architecture, engineering, law, or a related field, plus seven (7) years of land use planning experience and/or related legal/administrative experience emphasizing land use and development issues, including two (2) years of experience in a lead or supervisory capacity.
  • Graduation with a Master's degree from an accredited college or university in a related field may substitute for up to two (2) years of non-supervisory experience.
