Revenue Measurement and Control Director

Purpose:
 

Under minimal supervision, this position is responsible for the operational program of measurement and control for the consumption of electricity and water data and the quality and transference of billing data for all customers in the City of Austin Utilities’ service area. Responsible for leading and promoting a culture of safety, quality, compliance, and next-level human performance.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages strategic oversight and administration of enabling software and systems designed to capture metering and financial data required to support billing administration activities.
  2. Directs the programs and policies associated with meter readings and customer facing field activities for electric and water utility operations for the City of Austin.
  3. Provides reports and audit oversight for the accuracy, effectiveness, efficiency, and reliability of system meter reads and field activities.
  4. Responsible for providing contract management oversight for all entities associated with revenue measurement and control.
  5. Negotiates and manages performance measurements for contracts for services provided by vendors.
  6. Interprets data and technical specifications to assess potential impact on system metering reliability working collaboratively with Austin Water and Austin Energy (AE) operations.
  7. Directs meter maintenance and meter exchange projects for Austin Energy; coordinates metering efforts with Austin Water. 
  8. Manages current diversion and theft of service programs for revenue assurance.
  9. Promotes confidence and public trust through education, communication, and working collaboratively to build internal and external relationships.
  10. Develops and monitors Operations &Maintenance (O&M) and Capital Improvement Projects (CIP) budgets and responds to any deviations from the approved cost/timeline and milestone activities associated with overall revenue measurement activities.
  11. Bears responsibility for creating a culture that regards safety and customer service as paramount to operations and customer service delivery.
  12. Directs the handling of customer inquiries in a manner that compliments the City of Austin Utilities’ brand.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning, budget preparation, and presentation.
  • Knowledge of applicable processes, techniques, and methods in operational metering, meter reading, and billing administration.
  • Knowledge of Federal, State, and Local laws and ordinances.
  • Knowledge of policies, practices, procedures, and standards.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in essential statistical and analytical reporting and problem solving.
  • Skill in managing the collection and transfer of data to accommodate the administration of billing.
  • Skill in contract management, negotiating, and monitoring.
  • Skill in utilizing data systems and project management solutions to manage and report on operational activities.
  • Skill in exercising innovative approaches to improve operational meter system accuracy methods.
  • Ability to develop staff and create opportunities for professional growth.
  • Ability to establish and maintain professional communication and working relationships with City personnel and the public.
  • Ability to manage financial outcomes and find resolutions to address shortfalls.
  • Ability to effective audit utility consumption patterns.
  • Ability to communicate effectively, both oral and written.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus seven (7) years of progressively responsible related work experience, including three (3) years of experience which were in a supervisory capacity.
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to Engineering, Business, or Construction Science may substitute for three (3) years of the non-supervisory experience.
