Traffic Signals Technician Specialist

Purpose:
 

Under general direction, as a subject matter expert, performs or provides quality assurance in skilled and complex installation, modification, maintenance, and repair of all types of traffic signal instrumentation and related electrical equipment essential to traffic control. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Oversees work quality assurance and quality control and may manage projects to ensure appropriate execution of assigned work.
  2. Analyzes, troubleshoots, installs, programs, repairs, inspects, and maintains routine or complex job assignments including but not limited to traffic signal equipment and associated electronic components.
  3. Reviews and interprets engineering plans, blueprints, profiles, work orders, and schematics to perform complex installation or repair and maintenance of traffic signal equipment and associated electronic equipment.
  4. Evaluates, monitors, and oversees the work or connects power lines and cables to traffic signals.
  5. Operates, maintains, and calibrates electronic testing equipment.
  6. Sets-up and operates hydraulic or aerial bucket truck or other City vehicle by applicable safety standards.
  7. Oversees or checks, cleans, and services equipment for compliance with standards.
  8. Inputs daily work logs, reports work progress of assignments and labor hours, and generates applicable reports.

May provide leadership, work assignments, evaluation, training, and guidance to others.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the National Electrical code; American Traffic Safety Services Association (ATSSA) and Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions; construction practices and procedures; safety procedures and policies; City practices, policies, and procedures related to codes; and procedures related to traffic control, signals, signs, and markings; and construction practices and procedures.
  • Knowledge of surge suppression, radio frequency communications, power supply systems, and fiber optics networks.
  • Knowledge of ADA requirements and applicable traffic signals and systems as it relates to traffic signals and applicable Federal, State, and Local codes and ordinances.
  • Knowledge of basic computer and internet networking principles, equipment installation and IP address programming, customer services request system, networking and programming principles.
  • Knowledge of effective principles and practices of leadership.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in the oral and written communication including creating and generation of reports.
  • Skill in the use of a laptop, monitor, or other device to program and diagnose a variety of networked devices and in the use of informational databases to track items or monitor progress.
  • Skill in the use of equipment such as bucket trucks, cranes, reel trucks, hand tools, multi-meter, and other electronics testing equipment used to diagnose and prevent potential issues within electronic signal devices.
  • Ability to accurately log and report work progress, materials, man hours, etc. with or without the use of computer software.
  • Ability to analyze, troubleshoot, and repair electronic components.
  • Ability to effectively explain policy to employees in a professional manner and establish and maintain effective working relationships with both City employees and the public as a subject matter expert.
  • Ability to effectively manage projects and delegate responsibilities.
  • Ability to install, splice, remove, and test wiring and electronic components.
  • Ability to interpret engineering plans, blueprints, profiles, work orders, and schematics.
  • Ability to guide, monitor, train, evaluate, and provide feedback the work of others.
  • Ability to test and calibrate instruments to make precision and close tolerance repairs and adjustments.
  • Ability to use cell phones, two-way radios, and other communications equipment.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus five (5) years of experience in a construction, electronics maintenance, or signal-related role.
  • Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:
 
  • Must have a Texas Commercial Driver License or ability to obtain within five (5) months of employment or approved extension by the Department Director or designee.
  • Valid Texas Driver License.
  • International Municipal Signal Association (IMSA) Certification Level 2.
